RECOMMENDED ACTION(S):

 

 

1.

Approve the Master Agreement with various providers for the provision of Drug Medi-Cal Adolescent Outpatient and Intensive Outpatient Services, for the term of September 9, 2022, through June 30, 2025, for an aggregate amount not to exceed $4,383,093 renewable for one additional one-year term.

 

2.

Approve the individual Contract with Phoenix House Orange County, Inc., for the provision of Drug Medi-Cal Adolescent Outpatient and Intensive Outpatient Services, for the term of September 9, 2022, through June 30, 2025.

 

3.

Approve the individual Contract with Twin Town Corporation dba Twin Town Treatment Centers, for the provision of Drug Medi-Cal Adolescent Outpatient and Intensive Outpatient Services, for the term of September 9, 2022, through June 30, 2025.

 

4.

Approve the individual Contract with Wel-Mor Psychology Group, Inc., for the provision of Drug Medi-Cal Adolescent Outpatient and Intensive Outpatient Services, for the term of September 9, 2022, through June 30, 2025.

 

5.

Pursuant to Contract Policy Manual Section 3.4-114, authorize the County Procurement Officer or Deputized designee to exercise a contingency contract cost increase, not to exceed a total of 10 percent of the Contract amount for the first year of the Contract, for the entire term of the Contract, including renewals, and within the scope of work set forth in the Contract. The use of this contingency contract cost increase is subject to approval requirements established by the County Procurement Officer.  

 

 

6.

Authorize the County Procurement Officer or Deputized designee, to execute the Master Agreement and individual contracts with Phoenix House Orange County, Inc., Twin Town Corporation dba Twin Town Treatment Centers and Wel-Mor Psychology Group, Inc., as referenced in the Recommended Actions above.

 

 

 

 

SUMMARY:

 

Approval of the Master Agreements for the provision of Drug Medi-Cal Adolescent Outpatient and Intensive Outpatient Services will fulfill mandated services for adolescents 12 through 17 years old as required under the Drug Medi-Cal Organized Delivery System.

 

 

 

BACKGROUND INFORMATION:

 

On November 5, 2021, the Health Care Agency (HCA) released a Request for Proposals (RFP) for qualified Drug Medi-Cal (DMC) organizations to provide Outpatient and Intensive Outpatient Services for adolescents, including Medication Assisted Treatment (MAT).

 

A standard evaluation panel of three members was recruited to evaluate proposals received. Evaluation panel members independently rated the proposals using the following criteria and possible maximum points:

The evaluation panel deemed the proposals submitted by Phoenix House Orange County, Inc. (Phoenix House OC), Twin Town Corporation dba Twin Town Treatment Centers (Twin Town) and Wel-Mor Psychology Group, Inc. (Wel-Mor) to be most qualified based on their experience and services to be provided. Providers under this Master Agreement will be paid through negotiated rate contracts and draw down from an aggregate maximum obligation. The Orange County Preference Policy is not applicable to this contract award.

 

The Drug Medi-Cal Organized Delivery System (DMC-ODS) requires Outpatient and Intensive Outpatient levels of care for adolescents 12 through 17 years old. Currently, there are only two providers, Twin Town and Wel-Mor within HCA DMC-ODS providing this level of care for adolescents. These providers currently serve both the adolescent and adult populations under one shared Contract. In an effort to enhance the services provided to adolescents by having an increased focus on family-based and field-based services, HCA decided to seek separate solicitations for the adolescent population. The Contracts with the current providers will expire on December 31, 2022.

 

Phoenix House OC is currently contracted with HCA for DMC Outpatient, Intensive Outpatient and Residential Services, serving adults 18 years of age and older. Twin Town and Wel-Mor are currently contracted with HCA for DMC Outpatient and Intensive Outpatient Services, serving adolescents and adults, 12 years of age and older. Phoenix House OC, Twin Town and Wel-Mor are providing satisfactory services in their current contracts with HCA.

 

Scope of Services

In the DMC-ODS, the American Society of Addiction Medicine categorizes outpatient treatment in distinct levels of care identified as Level 1.0 Outpatient Drug Free and 2.1 Intensive Outpatient Treatment. Phoenix House OC, Twin Town and Wel-Mor will provide 1.0 and 2.1 levels of care for adolescents 12 through 17 years old who are Medi-Cal beneficiaries residing in Orange County.

 

Phoenix House OC will also be providing MAT in both levels of care. Phoenix House OC will provide services in their Santa Ana location. Twin Town will provide services in their Laguna Hills, Los Alamitos and Orange locations. Wel-Mor will provide services in their Fullerton, Newport Beach and Mission Viejo locations. In total, there will be seven sites providing Outpatient and Intensive Outpatient Services to adolescents in Orange County.

 

Outpatient and Intensive Outpatient Services will include assessment, care coordination, counseling (individual and group), family therapy, medication services, provision of or linkage to MAT, patient education, recovery services, and substance use disorder crisis intervention services.

 

Performance Outcomes

The following are required performance objectives:

 

Demonstrate provision of effective outpatient services as measured by retention rates (engaged in services for at least 30 days).

Demonstrate provision of effective outpatient services as measured by satisfactory treatment progress at discharge.

Clients who complete a satisfaction survey will agree or strongly agree that they are “overall satisfied with the services received” and will agree or strongly agree that they would recommend the program to someone they know.

Phoenix House OC, Twin Town and Wel-Mor have existing Good Neighbor policies in place. To date, HCA has not received any negative feedback from the Fullerton, Laguna Hills, Los Alamitos, Mission Viejo, Newport Beach, Orange or Santa Ana communities regarding the services they provide in those cities.

 

HCA has conducted due diligence on the vendors and has verified there are no concerns to address with respect to the providers’ ownership/name, litigation status or conflicts with County interests.

 

The proposed Master Agreement and individual contracts with Phoenix House OC, Twin Town and Wel-Mor do include subcontractors. See Attachment E for  Contract Summary Forms.

 

HCA requests that the Board approve the Master Agreement and individual contracts with Phoenix House OC, Twin Town and Wel-Mor for the provision of Drug Medi-Cal Adolescent Outpatient and Intensive Outpatient Services as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract are included in Budget Control 042 FY 2022-23 Budget and will be included in the budgeting process for future years.

 

Funding Sources:

State: 50% (Drug Medi-Cal State General Funds/Realignment)

Fees/Other: 50% (Federal Financial Participation Drug Medi-Cal)

 

The proposed Contract includes provisions allowing HCA to terminate the Contract, reduce the level of services, and/or renegotiate the levels of services provided, as necessary. This includes a notice that allows HCA adequate time to transition or terminate services to clients, if necessary.
