SUMMARY:
Approval of the 2021 Redistricting Public Participation Plan will further the County’s commitment to promote public participation in the 2021 redistricting process.
BACKGROUND INFORMATION:
Every 10 years, local governments use new census data to redraw their district lines to reflect how local populations have changed. This process, called redistricting, is important in ensuring that each board member represents about the same number of constituents. In Orange County, the Board of Supervisors (Board) is responsible for drawing supervisorial districts.
Under AB 849 (Attachment B), cities and counties are required to engage communities in the redistricting process by holding a minimum of four public meetings and/or workshops and doing public outreach, including to non-English-speaking communities.
As part of the presentation and timeline presented at the June 23, 2021, Board meeting, staff indicated that a Public Participation Plan (Plan) would be brought forward for consideration in July 2021. The attached Plan outlines the efforts and opportunities that further the County’s commitment to promote public participation in the redistricting process and ensure the widest practical participation and dissemination of pertinent redistricting information.
The Plan includes key information on: (1) public hearings/workshops; (2) a redistricting demographic submittal kit; (3) general instructions for developing/submitting a proposed redistricting plan; (4) an outline of the redistricting plan submission and review process/public hearings; and (5) the timetable for adoption of the supervisorial district boundary ordinance. It also includes an initial list of organizations, media outlets and interest groups that will receive redistricting notices. This list will continue to be updated. Upon approval, the Plan will be posted in English, Chinese, Korean, Spanish and Vietnamese on the County’s 2021 redistricting website at www.ocgov.com/redistricting.
The Board received updates on the 2021 Redistricting Process at the February 23, 2021, and June 22, 2021, Board meetings. Other prior actions taken by the Board related to the 2021 redistricting include approval of a contract for Redistricting Support Services with CSU Fullerton Auxiliary Services Corporation on December 8, 2020, and a contract amendment with ESRI, Inc. for the Redistricting Solution on May 25, 2021.
