RECOMMENDED ACTION(S):

 

 

1.

Approve the Contract with Human Options Inc. for provision of Emergency Housing Voucher Supportive Services, for the term of July 27, 2021, through June 30, 2023, for an amount not to exceed $745,260.

 

2.

Approve Amendment No. 2 to the Contract with Mercy House Living Centers, Inc. for provision of COVID-19 Response Rapid Rehousing Services, for the term of March 23, 2021, through June 30, 2023, for an amount not to exceed $2,299,200, for a revised cumulative contract total amount not to exceed $11,409,856.

Approve Amendment No. 1 to the Contract with PATH People Assisting The Homeless for provision of COVID-19 Response Rapid Rehousing Services, for the term of March 23, 2021, through June 30, 2022, for an amount not to exceed $2,119,387, for a revised cumulative contract total amount not to exceed $3,833,606.

Approve Amendment No. 1 to the Contract with Orange County’s United Way dba Orange County United Way for provision of COVID-19 Responsive Homeless Services, for the term of May 1, 2021, through June 30, 2023, for an amount not to exceed $5,083,766, for a revised cumulative contract total amount not to exceed $6,082,494.

SUMMARY:

 

Approval of the Sole Source contract with Human Options Inc. and the Amendments to the Contracts with Mercy House Living Centers, PATH People Assisting The Homeless, Families Forward and Orange County’s United Way dba Orange County United Way will support the County of Orange’s implementation of the Emergency Housing Voucher program that will support individuals and families securing permanent housing.

 

 

 

BACKGROUND INFORMATION:

 

On March 11, 2021, President Biden signed the American Rescue Plan Act of 2021 (ARPA) into law, which provides over $1.9 trillion in relief to address the continued impact of the COVID-19 pandemic. ARPA appropriates $5 billion for new incremental Emergency Housing Vouchers (EHV), the renewal of those EHVs and fees for the cost of administering the EHVs and other eligible expenses. The EHVs are tenant-based housing choice vouchers that provide ongoing rental assistance for eligible households.

 

On May 5, 2021, the U.S. Department of Housing and Urban Development (HUD) announced the allocation of approximately 70,000 EHVs to public housing authorities. The Orange County Housing Authority (OCHA) received an allocation of 557 EHVs.

Due to the expedited timeframe, HUD has provided Public Housing Authorities for the implementation of the EHV; the Office of Care Coordination and OCHA have expanded existing contracted programs to support housing navigation and leasing up of EHVs by June 30, 2022. The Health Care Agency (HCA) is leveraging these existing service contracts to meet the goals of the EHV guidelines. The Office of Care Coordination is also recommending the implementation of a Sole Source Contract with Human Options Inc. (Human Options) to provide specialized support services to survivors of domestic violence who are issued an EHV from OCHA. These services will support the County of Orange’s (County) development of a comprehensive System of Care that effectively addresses the homelessness in Orange County and OCHA’s successful implementation of the EHV program.

 

Summary of Changes to Scope of Services

The Amendments for the COVID-19 Response Rapid Rehousing Services Contract with Mercy House Living Centers (Mercy House), PATH People Assisting the Homeless and the Ehv Supportive Services Contract with Human Options are focused on providing housing support assistance in coordination with Orange County’s United Way dba Orange County United Way (OCUW) and housing stabilization services to individuals and families (participants) who are issued an EHV from OCHA. The Amendment for the COVID-19 Response Rapid Rehousing Service Contract with Families Forward will also provide housing support assistance and housing stabilization services; however, Families Forward will be working to identify rental units and working with their network of landlords to support families in leasing up with the EHV.

 

·         Housing Support Assistance expedites the EHV leasing process by providing support to the participant through the voucher issuance process, working to identify available rental units and providing transportation assistance and financial resources to secure a rental unit.

·         Housing Stabilization Services supports the participant’s transition into housing through the development of a housing stabilization plan, connections to long-term supportive services and mainstream benefits; and ongoing training and support on responsible tenancy to sustain long term housing.

 

The COVID-19 Responsive Homeless Services Contract with OCUW will increase the scope of Welcome Home OC program to identify 475 rental units. The Welcome Home OC program works to identify private market rental property owners who make rental units available to participants who have been issued EHVs and are actively seeking a rental unit. Mercy House, PATH and Human Options will be supporting participants in accessing the rental units identified by OCUW.

The outcome measures for the EHV Supportive Services are detailed below:

q  At minimum, 50 percent of the total number of expected participants will secure permanent rental housing within 90 days of EHV issuance.

q  At minimum, 95 percent of the total number of expected participants will secure permanent rental housing within 120 days of EHV issuance.

q  At minimum, 95 percent of the total number of expected participants will receive housing support assistance and housing stabilization services.

q  At minimum, 95 percent of the total number of expected participants will remain in permanent housing at program exit.

q  Of participants who exit to a permanent housing destination, 95 percent will maintain housing for more than six months from the date of their program exit.

 

These Amendments to the Contracts and the creation of a Sole Source Contract are submitted to your Honorable Board of Supervisors (Board) less than 30 days prior to the start of the Contracts due to the expedited timeframe in which the County has to implement the EHV program. The Contract Amendments with the Mercy House, PATH, Families Forward and OCUW will leverage existing infrastructure and augments staffing to support participants in securing housing with an EHV thus reducing the risk of exposure to COVID-19 and assist in stabilizing in and maintaining permanent housing. The Contractors’ performance has been confirmed as satisfactory. HCA has verified there are no concerns that must be addressed with respect to the Contractors’ ownership/name, litigation status or conflicts with County interest.

 

The Sole Source Contract with Human Options is also being submitted to the Board less than 30 days prior to the start of the Contract due to the expedited timeframe the County has to achieve the EHV Program and provide specialized supportive services to survivors of domestic violence. A completed Sole Source Request Form is attached to this Agenda Staff Report for the Sole Source Contract with Human Options. The Orange County Preference Policy is not applicable to this contract award.

 

HCA requests the Board to approve the Amendments to the Contracts between the County and Mercy House, PATH, Families Forward and OCUW and approve the Sole Source Contract with Human Options as referenced in the Recommended Action above.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for these Contracts will be included in Budget Control 042 FY 2021-22 Mid-year Budget Adjustment Request and will be included in the budgeting process for the future year.

 

These contracts will be funded by:

  • ARPA: $9,214,861
  • HUD: $1,949,500 that has already been received by OCHA and will be transferred to HCA once the Board approves this ASR.

 

If the state funding is made available for these Contracts, HCA will not need ARPA. HCA is currently working with the state and waiting for the final budget from the state to confirm the other available funding sources.

 

Should services need to be reduced or terminated due to lack of funding, these Contracts contain language that allows HCA to give 30-days' notice to either terminate or renegotiate the level of services to be provided. The notice will allow HCA adequate time to transition or terminate services to clients, if necessary.
