RECOMMENDED ACTION(S):

 

Retroactively authorize the Sheriff-Coroner Department’s Director of Technology Division or authorized designee to execute Change Order CO#1 to Motorola Solutions, Inc. contract for the Orange County Countywide Cell Redesign in the amount of $200,000 for a revised cumulative contract amount not to exceed $10,823,601.

 

 

 

 

SUMMARY:

 

Retroactive approval of Change Order CO#1 to the contract with Motorola Solutions, Inc. will allow the Sheriff-Coroner Department to provide compensation for the necessary maintenance and upgrade to the Orange County System Life Extension project for the 800 MHz Countywide Coordinated Communication Systems upgrade project.

 

 

 

BACKGROUND INFORMATION:

 

The Sheriff-Coroner Department (Sheriff) operates and maintains the 800 MHz Countywide Coordinated Communications System (CCCS), which is the radio communications system for public safety within the County of Orange.  The 800 MHz CCCS provides centralized, interoperable voice radio communications for the County and its 34 cities, including all public safety and public service agencies, as well as a number of private, state and federal agencies that provide support to the above agencies and/or have relevant communications requirements.  The core communications system, commonly referred to as 800 MHz CCCS Backbone, includes radio infrastructure that is at or near the end of its expected life and will be directly replaced with the current version of the same equipment, maintaining all existing features and functionality while continuing to utilize the existing network.  The upgrades to both equipment and software are required to maintain a state of the art system and extend the life of the existing valuable infrastructure.  The 800 MHz CCCS upgrade project also requires equipment in addition to that which is required for the 800 MHz CCCS Backbone, such as handheld radios, dispatch consoles and Hot Red radios.  This additional equipment is necessary to ensure compatibility after the 800 MHz CCCS Backbone upgrade is completed.

 

Sheriff's Technology Division (Technology), formerly Communications & Technology, is requesting authorization of a retroactive payment in the amount of $200,000 payable to Motorola Solutions, Inc. regarding a Change Order to MA-060-17010289.  Change Order CO#1 was dated and signed April 18, 2017, by both the contractor (Motorola Solutions, Inc.) and the former Sheriff Technology Assistant Director. The Change Order consists of credits for reductions in the original project scope and additions for equipment and service upgrades, microwave hop changes, coverage maps and site security/cameras with a difference still owed of $200,000 to increase the contract. Sheriff confirms the completion of these changes in scope. Technology administrative management acknowledges the error and non-compliance of procurement and contract policies and has since ensured Sheriff’s education, training and continuous compliance of County procurement policies.  To ensure this does not occur in future instances, the Technology Division shall route all Change Order requests through the Technology Director, whom will partner with Sheriff’s internal Deputy Purchasing Agents to ensure such requests are submitted through the proper channels to obtain approval and signatures prior to implementation.

 

Sheriff requests that the Board of Supervisors approve Change Order CO#1 included as Attachment A.  This Change Order with an aggregate amount of $200,000 are for maintenance, servicing and equipment such as antenna changes and site security cameras needed for the 800 MHz CCCS radio infrastructure.  See Attachment A – Change Order Number One for a complete list of changes. 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Change Order is included in the FY 2021-22 Budget for Fund 15L, 800 MHz CCCS Partnership. Expenditures associated with the 800 CCCS MHz Backbone upgrade project are funded by the 800 MHz CCCS Partnership consisting of the 34 cities, Orange County Fire Authority, Orange County Transportation Authority, Orange County Lifeguard, Irvine Valley College Police Department, Santa Ana Unified School Police Department, Saddleback College Police Department, Coast Community College District Police Department, Metro Net, West-Comm and multiple County agencies whose funding sources may include the state, federal government, fees, General Fund and other funding sources.
