RECOMMENDED ACTION(S)

 

Authorize the Purchasing Agent to issue Price Agreement N1000007974 with Scott P. Bryant & Associates for professional services to conduct organizational reviews, for a three-year period effective 7/1/06 - 6/30/09, in an amount not to exceed $396,000 for the three-year period.

 

 

SUMMARY:

 

The Sheriff-Coroner requests authorization for the Purchasing Agent to issue sole source Price Agreement N1000007974 with Scott P. Bryant & Associates for professional services to conduct organizational reviews, for a three-year period effective 7/1/06 - 6/30/09, in an amount not to exceed $396,000 for the three-year period.

 

 

BACKGROUND INFORMATION:

 

The Sheriff’s Department Business Plan identifies several outcome indicators that require an opinion survey of residents within the Sheriff’s service area, and surveys of users of Sheriff’s services including Orange County police agencies, District Attorney’s staff, and judges.  The surveys are to include questions related to perception of safety, perceptions of the Sheriff’s Department, and ratings of performance of the Sheriff’s Department.  The proposed professional services contract will provide for the completion of these surveys including the preparation of reports on the results.

 

The proposed contract will provide for development of an annual survey regarding organizational issues to be given to Department employees , which will include preparation of an Employee Survey Report to provide information on issues and recommended changes from the perspective of the employees.

 

Pursuant to the proposed contract, the firm will also provide management support as requested by Department management in the areas of organizational reviews, special project facilitation, operational effectiveness, and efficiency evaluations.

 

The firm of Scott P. Bryant and Associates has previously provided professional services to the Sheriff’s Department.  The firm was first hired by the County Executive Office in 1999 to implement the County’s Results Oriented Government program by assisting several County departments in the development of goals and outcome measures for their business plans.   As part of these services, Mr. Bryant consulted with the Sheriff’s Department in the development of subsequent Business Plans and, more specifically, development of the performance indicators by which the Department’s effectiveness would be rated.  The firm spent considerable time and effort becoming familiar with the Department and its operations, and worked with Department management to revise its mission statement, business plan goals, and outcome indicators.

 

Through these efforts Scott P. Bryant and Associates has developed an exceptional understanding of the Sheriff’s Department and its operations, its management team, and the County business planning system.  The firm has also gained the confidence of the leadership of the Department.  No other firm combines expertise in public sector management and law enforcement.  Mr. Bryant has worked with numerous law enforcement and public safety agencies throughout the country.

 

 

FINANCIAL IMPACT:

 

Funding for this contract is included in the Sheriff-Coroner's FY 2006-07 budget as presented to the Board at the June 13-14, 2006 budget hearings.
