RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized designee to execute Amendment Number Eight to renew the Idemia Identity & Security USA LLC contract for Livescan/Biometric Capture Stations, equipment, accessories, supplies, software and maintenance, to renew for a one-year term of August 22, 2024, through August 21, 2025, and revise Attachment C, Proposal Fee Summary, Section I, Compensation, in an amount not to exceed $394,610, for a new cumulative contract total of $2,994,205, renewable for two additional one-year terms.

 

 

 

 

SUMMARY:

 

Approval of Amendment Number Eight to renew the Idemia Identity & Security USA LLC contract will allow the Sheriff-Coroner Department to continue contracting for Livescan/Biometric Capture Stations, equipment, accessories, supplies, software, and maintenance.

 

 

 

BACKGROUND INFORMATION:

 

The Orange County Crime Laboratory (OC Crime Lab) is a Division of the Sheriff-Coroner Department (Sheriff).  The OC Crime Lab's Cal-ID Bureau maintains the County's local criminal fingerprint database and live scan fleet, serving all Orange County police agencies and residents. Livescan/Biometric Capture Stations, systems electronically record and transmit fingerprint and palm print data from all criminal jail bookings. These livescan devices are funded through revenue collected by the State of California Department of Motor Vehicles. There are 52 TouchPrint Enterprise livescans located in 26 custody facilities and administrative areas of police departments, the Sheriff's Department, the District Attorney’s Office and the Probation Department.  Fingerprints and palm prints are captured for the following services:

Court-ordered bookings at the Sheriff's public counter

Court-ordered criminal registrations in both custody and public facing police and Sheriff's facilities

Applicant submissions as part of employment criminal records checks

 

Regular maintenance is required to avoid costly and time-consuming repairs, which could create delays in booking suspects into custody facilities in Orange County.  The existing contract with Idemia Identity & Security USA LLC provided for the purchase of Livescan/Biometric Capture Stations, equipment, accessories, supplies, software and maintenance.

Sheriff now requests Board approval of Amendment Number Eight to renew the Idemia Identity & Security USA LLC contract and to revise Attachment C, Proposal Fee Summary, Section I, Compensation as noted in the Recommended Action.

 

Contractor performance has been confirmed as at least satisfactory. Sheriff has verified that there are no concerns that must be addressed with respect to contractors' ownership/name, litigation status of conflicts with County interests. The Orange County Preference Policy is not applicable to this contract renewal. This contract does not include subcontractors or pass through to other providers.  See Attachment C for Contract Summary.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract are included in Fund 14E, CAL-ID System Costs FY 2024-25 Budget and will be included in the budgeting process for future years.  Funding for Fund 14E comes from revenue collected by the California Department of Motor Vehicles and can only be used for Cal-ID purposes. This contract contains language allowing the Sheriff-Coroner Department to terminate the contract or reduce the level of services without penalty with cause or without cause in the event that funding is reduced and/or not available to continue funding the contract.
