SUMMARY:
Approval of Amendment No. 4 to the Contract with Orange County Superintendent of Schools A.K.A. Department of Education for Alcohol and Other Drug Prevention Services Friday Night Live Partnership will expand services designed to reduce youth substance use.
BACKGROUND INFORMATION:
Your Honorable Board of Supervisors (Board) approved the Contract with Orange County Superintendent of Schools A.K.A. Orange County Department of Education (OCDE) for provision of Alcohol and Other Drug Prevention Services Friday Night Live Partnership (FNL) on May 5, 2020. Previous Amendments with OCDE for FNL Services were executed under Deputy Purchasing Agent delegated authority.
The Health Care Agency (HCA) secured $100,000 in American Rescue Plan Act funding specifically for countywide FNL services. The proposed Amendment will allow services to increase for the term of August 20, 2022, through June 30, 2023, with an amount not to exceed $100,000, for a revised cumulative contract total amount not to exceed $1,525,000. This additional funding will contribute to creating new chapters, educating additional youth on leadership, refusal and decision making skills and implementing more youth-led activities. These expanded services will provide greater Alcohol and Other Drug (AOD) Prevention to Orange County youth, especially needed as the community continues to transition out of the pandemic. The Orange County Preference Policy is not applicable to this amendment.
Scope of Services
Since 1992, when FNL Prevention Services began, chapters have been established in different settings including traditional and non-traditional schools, apartment complexes, after school programs and at youth-serving organizations. Chapters are youth-led, with young people (ages eight to 18 years of age) taking the lead in designing and implementing substance use prevention activities that engage their peers to help improve health, their schools and communities. Adult advisors provide ongoing support to chapters throughout the process. Currently, there are 25 chapters in Orange County (Table 1). This positive youth development prevention program is promoted and offered countywide. New chapters are established in community and school settings that are interested in hosting a Chapter and capable of providing the necessary supports. Services provided continue to support Orange County’s 2018-2023 AOD Prevention Strategic Plan.

Performance Outcomes
In FY 2020-21, 240 chapter youth participated in educational workshops on leadership skills, almost 700 youth received training on media literacy, 31 adults served voluntarily as chapter advisors and 60 youth-led substance use prevention activities were implemented at schools and in communities.
Performance outcomes for the proposed Amendment will remain the same and include increased leadership, decision-making and media literacy skills. In FY 2020-21, program exceeded performance outcomes for all goals (See Table 2). Current fiscal year data is not yet available for these measures.

The Contractor's performance has been confirmed as satisfactory. HCA has verified there are no concerns that must be addressed with respect to Contractor's ownership/name, litigation status or conflicts with County interests.
The proposed Amendment with OCDE for AOD FNL has subcontractors. See Attachment B for information regarding subcontractors and Contract Summary Form.
HCA requests that the Board approve Amendment No. 4 to the Contract for provision of AOD FNL with OCDE as referenced in the Recommended Actions.
FINANCIAL IMPACT:
Appropriations for this Contract are included in Budget Control 042 FY 2022-23 Budget.
The Contract includes provisions allowing HCA to terminate the Contract, reduce the level of services, and/or renegotiate the levels of services provided, as necessary. This includes a notice that allows HCA adequate time to transition or terminate services to clients, if necessary.
