RECOMMENDED ACTION(S):

 

 

1.

Approve Amendment No. 7 to the Contract with Phoenix House Orange County, Inc., for provision of School-Based Behavioral Health Intervention and Support Services, increasing funds by $58,498, for the term of July 20, 2022, through June 30, 2023, for a revised cumulative contract total amount not to exceed $9,936,736.

SUMMARY:

 

Approval of Amendment No. 7 to add funds to the Contract with Phoenix House Orange County, Inc. for provision of School-Based Behavioral Health Intervention and Support Services will continue to provide interventions for students, school staff and family members to mitigate student risk of developing behavioral health disorders and potential school failure.

 

 

 

BACKGROUND INFORMATION:

 

Your Honorable Board of Supervisors (Board) approved the Contract with Phoenix House Orange County, Inc. (Phoenix House) for provision of School-Based Behavioral Health Intervention and Support Services (School-Based BHIS). Below are the actions that have been executed pursuant to appropriate authorities. The Orange County Preference Policy is not applicable to this contract as the provider is a not-for-profit organization.

The proposed Amendment will increase funds for FY 2022-23 by $58,498 to address recent staffing challenges related to recruiting and maintaining direct service staff in the competitive job market and allow services to continue for the renewal term of July 20, 2022, through June 30, 2023, with an amount not to exceed $2 million for the renewal term, for a revised cumulative contract total amount not to exceed $9.9 million. Prior to contract expiration, the Health Care Agency (HCA) plans to issue a solicitation to continue services.

 

Scope of Services

School-Based BHIS Services are designed to strengthen coping skills in students and families. The program will utilize a multi-tiered approach that includes classroom prevention, student-based intervention and family support services to develop positive character attributes, address maladaptive behaviors and increase social emotional development to support youth in school settings.

 

The first Tier of services, classroom prevention, is a classroom-based approach that utilizes an evidence-based curriculum, Positive Action that focuses on key learning objectives such as self-concept, life skills and positive decision making. Students exhibiting higher level problem behaviors will be provided more intensive Tier Two curricula focusing on topics such as bullying, anger management, conflict resolution, drug prevention and self-esteem. Finally, family strengthening services involving participation of the student and parents are available in Tier Three for students needing additional supports.

 

In FY 2021-22, Phoenix House provided services in 34 schools located in the following school districts: Anaheim Elementary School District, Fullerton Joint Union, Huntington Beach Union, Orange Unified, Magnolia, Saddleback Valley Unified, Santa Ana Unified, Savannah and Tustin Unified. Schools will continue to be identified based on expressed need, relevant data/indicators of behavioral issues and input from district administrators and school staff.

Program performance outcomes for the proposed Amendment will continue to measure the impact of classroom prevention, student-based intervention, family intervention curriculum and other educational activities on participants in schools by measuring maintenance of and/or improvements in global health and decreases in impulsive and disruptive behaviors using pre/post-tests.  Post test data indicates that students receiving Tier 1 and 2 classroom prevention and student-based intervention services maintained positive global health; over 80 percent of students reported healthy on the scale indicating that they continue to maintain their healthy social-emotional coping strategies, which is consistent with previous fiscal years. On average, students who reported high distress levels at the beginning of the program demonstrated large improvements at post-test, and were considered non-distressed at follow-up, suggesting that the BHIS curriculum was effective at reducing the distress levels of students in the program.

 

Furthermore, to assess the effectiveness in the Tier 3 family strengthening services, disruptive behaviors were rated by the students’ parents upon program start and at program exit. In FY 2020-21, parents reported that their children showed large decreases in disruptive behavior toward both adults and peers and a medium reduction in impulsive and hyperactive behavior. These results are consistent with previous years and suggest that the program was effective in achieving its goals in improving communication, bonding, and connectedness in families. Outcomes are not available for FY 2021-22.

 

In order to accommodate this staffing need for the full FY 2022-2023 and ensure Phoenix House has the ability to maintain and recruit additional experienced direct service staff, HCA requests the effective date of this Amendment less than 30 days after Board approval.

 

This proposed Amendment with Phoenix House for School-Based BHIS Services does not currently have subcontractors or pass through to other providers. See Attachment B for Contract Summary Form.

 

The Contractor's performance has been confirmed as satisfactory. HCA has verified there are no concerns that must be addressed with respect to Contractor's ownership/name, litigation status or conflicts with County interests.

 

HCA requests that the Board approve Amendment No. 7 to the Contract for provision of School-Based BHIS Services with Phoenix House, as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract are included in Budget Control 042 FY 2022-23 Budget.

 

The proposed Contract includes provision allowing HCA to terminate the Contract, reduce the level of services, and/or renegotiate the levels of services provided, as necessary. This includes a notice that allows HCA adequate time to transition or terminate services to clients, if necessary.
