RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized designee to execute Amendment Number One with Omni Enterprise, Inc., for Janitorial Services at the Sheriff-Coroner Department's Intake Release Center, Central Jails and the Theo Lacy Facility, effective from September 14, 2022, through September 13, 2023 in the not to exceed amount of $709,200.

 

 

 

 

SUMMARY:

 

Approval to renew the original contract under Amendment Number One with Omni Enterprise, Inc., for Janitorial Services at the Theo Lacy Facility, the Intake Release Center and the Central Jails, will support a safe and healthy environment for the Sheriff-Coroner Department correctional staff, inmates and the public.

 

 

 

BACKGROUND INFORMATION:

 

Janitorial services are required in all County of Orange (County) facilities to maintain the health and safety of the public and County staff. The Sheriff-Coroner Department (Sheriff) is in need of a Janitorial Services provider in order to maintain the health and safety of Sheriff staff, inmates and the public. This contract will allow Sheriff to contract with Omni Enterprise, Inc., (Omni) for janitorial services seven days a week. Due to the sensitive nature of Sheriff operations, these janitorial services will be performed in the presence and escort of a designated Sheriff employee, who may provide instruction or clarification regarding the janitorial services. 

 

On September 14, 2021, the Board approved the contract with Omni for the term of September 14, 2021, through September 13, 2022, in an amount not to exceed $709,200. Sheriff purchasing staff conducted a competitive bidding process and five bids were received; Omni was the lowest most responsive bidder.

 

The Orange County Preference Policy (OCPP) was applicable and incorporated into this solicitation. Sheriff received one company with Disabled Veterans Business Enterprise/County of Orange Local Small Business  but it was the highest bidder of the five. Omni was the lowest and most responsive bidder. Sheriff has verified there are no concerns that must be addressed with respect to the contractor's ownership/name, litigation status or conflicts with County interests. The Contractor's performance has been confirmed as at least satisfactory. See Attachment C for Contract Summary Form. This contractor does not currently include subcontractors or pass through to other providers.  

 

Sheriff now requests approval of Amendment Number One to renew the original contract with Omni for janitorial services at its Central Jail Complex and Theo Lacy facilities, for a one year term of September 14, 2022, through September 13, 2023, in the not to exceed amount of $709,200. Contractor performance has been confirmed as at least satisfactory.

 

Compliance with CEQA: The proposed project was previously determined to be Categorically Exempt from CEQA pursuant to Section 15301 (Class 1) of the CEQA Guidelines on May 22, 2018, when it was originally approved. CEQA Guidelines Section 15301 provides for the exemption of maintenance and repair of existing public facilities.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in the Sheriff-Coroner's FY 2022-23 Budget for Budget Control 060, and will be included in the budgeting process in future years.  The contract contains language allowing the Sheriff-Coroner Department to terminate the contract without penalty with cause or after 30 days of written notice without cause in the event that funding is reduced and/or not available to continue funding the contract.
