Find that the project is categorically exempt from the California Environmental Quality Act (CEQA), Class 1 (Existing Facilities), pursuant to CEQA Guidelines, Section 15301.



Adopt the plans and specifications on file at the Administration Office of John Wayne Airport for the Terminal Utilities and Seat Power Improvements Project.



Authorize the Airport Director or designee to sign the plans and specifications for the County.



Find Pursuant to Public Contract Code Section 3400(c) that the specific brands or trade names identified in the specifications and this Agenda Staff Report, the specifications and in the attached Notice Inviting Bids, are designated in order to match other materials, products, things or services in use at John Wayne Airport.



Authorize the Airport Director or designee to solicit bids and establish a bid opening date of August 7, 2019.



Authorize the Airport Director or designee to extend the bid opening date, if necessary, up to 60 days.







Advertising and bidding the Terminal Utilities and Seat Power Improvements Project will allow John Wayne Airport to contract with a licensed contractor to provide utility infrastructure to future concession sites and electrical power for holdroom seating at the Thomas F. Riley Terminal, thereby furthering John Wayne Airport’s mission of delivering a superior guest experience to its traveling public. 






John Wayne Airport (JWA) is planning to add several new concession sites throughout Terminals A, B and C to provide guests with more diverse options when choosing vendors at JWA. The sites will vary in type, but will include quick-serve food outlets, dine-in restaurants, coffee shops and retail stores. The eventual vendors will be selected under a separate Request for Proposals and evaluation process, after which JWA will establish concession contracts with these vendors. The vendors will then be allowed to design and construct their concession sites once JWA and the Board of Supervisors (Board) approve their design concepts.


JWA is also planning to increase the number of convenience power outlets at gate holdroom seating clusters. Currently, only 11 percent of holdroom seating, or approximately 370 seats, feature power outlets for guest use. JWA’s goal is to increase the availability of power outlets to 50 percent of holdroom seating, or approximately 1600 seats, effectively providing convenience power outlet capability at every other seat within a seating cluster.




JWA seeks Board authorization to advertise and bid the Terminal Utilities and Seat Power Improvements Project (Project).


The Project will establish a utility infrastructure network for gas, water, waste piping, electric power, data cabling raceways and fire alarm wiring raceways for the future concession sites throughout Terminals A, B and C. In addition, the Project will provide convenience power outlets at approximately 1,600 seats within gate holdrooms, where physically feasible. JWA determined that accomplishing both infrastructure projects under one contract is the most effective and efficient course of action.


Pursuant to California Public Contract Code Section 3400(c)(2), the following two products are listed by their specific manufacturers in order to match other products currently in use at JWA:

Compliance with CEQA:  The proposed project is Categorically Exempt (Class 1) from the provisions of CEQA pursuant to Section 15301 because the project consists of repairing or maintaining existing facilities involving no expansion of an existing use.






There is no financial impact at this time. Once a vendor has been selected and a contract amount identified, JWA will return to the Board for final contract approval. Appropriations for this project are included in the FY 2019-20 Budget for Airport Construction Fund 281.
