RECOMMENDED ACTION(S):

 

 

1.

Approve the Standard Agreement Amendment 15-10073 A05 with the California Department of Public Health for the Women, Infants and Children Supplemental Nutrition Program.

 

2.

Authorize the Health Care Agency Director, or designee, to execute the California Civil Rights Laws Attachment form.

 

 

 

 

SUMMARY:

 

Approval of the Standard Agreement Amendment for the Women, Infants and Children Supplemental Nutrition Program with the California Department of Public Health will allow the continued provision of supplemental food and nutrition education to low income women, infants and children in Orange County to improve health, increase physical activity and prevent obesity.

 

 

 

BACKGROUND INFORMATION:

 

Since 1974, the Health Care Agency (HCA) has received funding for the Women, Infants and Children (WIC) Supplemental Nutrition Program in Orange County. The WIC Supplemental Nutrition Program is funded by the United States Department of Agriculture, through the California Department of Public Health (CDPH), for determination of eligibility, delivery of nutrition education and counseling, support and referral of participants to social and other nutrition programs, breastfeeding promotion and the issuance of food vouchers to participants. The WIC program provides up to $11 million in CDPH-issued vouchers to approximately 15,164 HCA participants annually. This contract is set to expire on September 30, 2019. HCA will bring to your Honorable Board of Supervisors (Board) for approval a new standard agreement effective October 1, 2019, once received from CDPH.

 

HCA received Standard Agreement Amendment A05 from CDPH on May 10, 2019, which is being brought to the Board for approval according to normal processing timeframes. This amendment, requested by CDPH, is to clarify administrative details and adjust budget line items but does not affect the overall funding level or services delivered. Prior Board approvals related to this Agreement include the following:

 

  • August 28, 2018, amendment for line item budget changes within the current agreement total allocation.
  • September 26, 2017, amendment for scope of work and line item budget changes within the current agreement total allocation.
  • January 24, 2017, amendment that added $450,000 to support efforts to increase enrollment of prenatal clients.
  • September 27, 2016, amendment to increase total funding by $649,532 due to an adjustment in base funding and implementation of a Regional Breastfeeding Liaison project.

 

Requested agreement modifications include non-substantive additions of details to Attachment A where the Exhibit B, line item shifts for Attachments I and II Budget and Details Worksheet can be found and the addition of the California Civil Rights Laws Attachment form. Budget changes reflect personnel and operating expense modifications to complete program objectives.

 

In 2017, the Macias Gini & O'Connell LLP completed a single audit of the WIC program, which resulted in no findings.

 

HCA requests that the Board approve the Standard Agreement Amendment No. 15-10073 A05 with CDPH for WIC Supplemental Nutrition Program, as referenced in the Recommended Actions.
