RECOMMENDED ACTION(S):

 

Adopt a Resolution to certify mileage of the maintained streets and highways within the unincorporated area of the County of Orange.

 

 

 

SUMMARY:

 

Adopting the Resolution certifying that the total qualified mileage of maintained County of Orange roads as of December 31, 2018, is 328.1474 miles, with an addition of 6.5010 miles and a deletion of 4.0916 miles will meet California State Controller requirements for future allocations of the Highway Users Tax to the County of Orange.

 

 

 

BACKGROUND INFORMATION:

 

A portion of the Highway Users Tax (HUT) distribution is based on the number of centerline miles of maintained roads in each county in the State of California. Section 2121 of the California Streets and Highways Code requires that every county submit an annual report to the California State Controller tabulating the additions, deletions and modifications to its mileage of maintained county streets and highways. In addition to the submission of tabulations and maps, adoption of a Resolution by the Board of Supervisors (Board) is required to certify the documentation of maintained mileage.

 

The annual mileage of the County of Orange (County) maintained streets and highways, which includes highways, streets and alleys, has experienced a net increase of 2.4094 miles since the last maintained mileage certified by the Board on May 22, 2018, for a new total of 328.1474 miles as of December 31, 2018.

 

Geographic Information Systems (GIS) indexing is a coordinate-based accurate index and provides the best available mileage information. The 2018 total County Road Mileage is based upon GIS indexing instead of the previously used tabular indexing method and is more accurate. The increased accuracy is resolved to a 99.54 percent agreement in the Total County Maintained Road Mileage between GIS and tabular indexing. The geographically precise GIS index total is 328.1474 maintained road miles while the tabular total was 327.5797 maintained road miles.       

 

The additions include two tracts, 17562 and 17561, encompassing streets within Rancho Mission Viejo (RMV) as indicated in Attachment D. The deletion includes road segments within La Habra Heights (La Habra). The following summary details the modifications to the mileage from January 1, 2018, to December 31, 2018:

Compliance with CEQA:  This action is not a project within the meaning of CEQA Section 15378 and is therefore not subject to CEQA, since it does not have the potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. The approval of this agenda item does not commit the County to a definite course of action in regard to a project since it certifies the mileage of maintained streets and highways within the unincorporated area of the County which will support appropriate future allocations of the HUT to the County. This proposed activity is therefore not subject to CEQA. Any future action connected to this approval that constitutes a project will be reviewed for compliance with CEQA.
