SUMMARY:
Approval of this sole source agreement for A-E services pursuant to Government Code Section 25502.5 is required to develop plans and specifications to construct the Office of the District Attorney's High Thru-Put DNA Laboratory approved by the Board on June 24, 2008.
BACKGROUND INFORMATION:
On June 24, 2008, Your Honorable Board adopted the County FY 2008-09 Budget and the District Attorney's Budget Augmentation Request of $2,750,000 for a High Thru-Put DNA Laboratory to provide for quick and accurate analysis of DNA evidence from the thousands of property crimes occurring annually in Orange County.
In 2006, less than two percent of reported property crimes were processed for DNA evidence. Property crime has a significant negative impact on the community by reducing personal security, peace of mind and well-being. More than half of convicted murderers and sex offenders commit one or more burglaries before they escalate to perpetrating crimes such as rape and murder. Almost three quarters of convicted murderers and sex offenders have previous convictions for theft and possessing stolen property.
Using teamwork, automation and accountability, we can maximize our resource allocation and achieve the goals of expeditiously solving and preventing crime. DNA analysis for volume crimes will be automated using high thru-put robotics. Expert systems software will be utilized to expedite data interpretation. A robust laboratory information management system to track evidence and all stages of the DNA analysis process will be launched. Procedures designed to increase accountability and ensure that DNA evidence is uniformly collected at property crime scenes, expeditiously prioritized and analyzed will be implemented. The result will be DNA cold hits follow-up investigations and prosecutions that solve and prevent crime.
On June 29, 2007, Alexander + Hibbs AIA, Inc. was selected to develop design and construction documents for the District Attorney’s Digital Forensic Lab to be housed in the County’s Data Center at 1400 S. Grand Avenue, Santa Ana. After nine (9) months of work in evaluating the Orange County Data Center site, learning the electrical and mechanical interfaces, drawing plans, and writing specifications, in April 2008, the success of the District Attorney’s Digital Forensic Lab, specifically the collaborative relationship in place with Orange County Law Enforcement partners, was recognized by FBI in their selection of Orange County as the location for the next Regional Computer Forensic Laboratory (RCFL). This distinction eliminated the need for the Data Center site for the Digital Forensics Lab. Consequently, the 4,000 square feet originally designated for the District Attorney’s Digital Forensic Lab in the Data Center became available. Coinciding with this decision was the need for a site to house the proposed DA High Thru-Put DNA Lab.
The Data Center site, originally slated for the Digital Forensics Lab, has many similar mechanical and electrical design requirements as the DA High Thru-Put DNA Lab. Therefore, having Alexander + Hibbs revise their original design to accommodate the DA High Thru-Put DNA Lab leverages their expertise developed through the original design process as well as positions them to revise existing plans rather than start the design process from scratch.
In order to expediently complete design services and leverage the time and funds already expended on the design of Digital Forensic Lab coupled with the similarities in footprint, square footage requirements, electrical and mechanical systems between the Digital Forensic Lab and the proposed District Attorney High Thru-Put DNA Lab, the Office requests your Honorable Board approval of the attached sole source Architect-Engineer Services Agreement # N1000010095 in the amount not to exceed $180,700 with Alexander + Hibbs AIA, Inc. Their proposal includes a revision to their initially prepared designs for the DA Digital Forensic Lab to accommodate the District Attorney High Thru-Put DNA Laboratory requirements.
A copy of A-E Services Agreement No. N1000010095 is on file with the Clerk of the Board.
Compliance with CEQA: The subject action is Statutorily Exempt from the provisions of CEQA pursuant to Section 15262 of the CEQA Guidelines.
FINANCIAL IMPACT:
The project cost is included in the Agency's FY 2008-09 Budget Augmentation Request.
