RECOMMENDED ACTION(S):

 

 

1.

Approve amendments to Rules 16 and 22 of the Board of Supervisors Rules of Procedure.

 

2.

Approve amendment to Boards, Commissions, and Committees Template.

 

 

 

 

SUMMARY:

 

The proposed amendments to the Board of Supervisors Rules of Procedure and the Boards, Commissions, and Committees Template will incorporate administrative processes into the documents to clarify rules for at-large nominations and deletions or continuances of agenda items.   

 

 

 

BACKGROUND INFORMATION:

 

The Board of Supervisors periodically reviews and revises its Rules of Procedure as needed to efficiently manage its meetings. The Board’s standing practice is to have the Chair of the Board submit nominations for “at-large” nominations and nominations to appoint Board members to a board, commission, or committee.  The proposed update to Rule 16 incorporates this practice by providing at-large nominations and nominations to appoint a Board member to a board, commission, or committee may only be submitted by the Chair for placement on the Board agenda. Under the proposed changes to Rule 16, appointments to a a board, commission, or committee that are not designated for nomination by a specific supervisorial district will be deemed at large appointments. Further, the proposal states at large appointments shall be for a period of two years. 

 

Rule 22 allows any member of the Board to direct the Clerk of the Board to delete or continue any item from the agenda, except those items that are filed by another Board member.  The proposed update to Rule 22 provides that after a member of the Board has directed the Clerk to delete or continue any item on the agenda, that member of the Board may not delete or continue the item from a subsequent agenda without the concurrence of the Chair. 

 

On May 25, 2021, the Board approved a Boards, Commissions, and Committees Bylaws Template.  The proposed revision to the template provides the term of appointment for an at large nomination be two years consistent with the proposed change to Board Rule 16.
