SUMMARY:
Approval of retroactive Amendment 8 to the Coordination and Provision of Public Health Care Services Contract between the County of Orange and Orange County Health Authority dba CalOptima, a Public Agency, will allow the Office of Care Coordination to accept and distribute non-monetary incentives to CalOptima members that are experiencing homelessness who receive the COVID-19 vaccination.
BACKGROUND INFORMATION:
On May 21, 2013, your Honorable Board of Supervisors
(Board) approved the original contract effective June 1, 2013. The agreement
authorized the reimbursement to the Health Care Agency (HCA) for services to
CalOptima beneficiaries. These services include pulmonary disease services, HIV
services, sexually transmitted disease services, medical assistance pursuant to
the Child Health and Disability Prevention/Early and Periodic Screening,
Detection and Treatment program, family planning services, perinatal services,
medical services to eligible clients under the California Children's Services
and medical services to minors residing at the Orangewood Children's Home.

Amendment 8, effective as of April 12, 2021, is going retroactive due to the immediate need of vaccine coordination and distribution efforts for vulnerable persons experiencing homelessness within Orange County. This amendment created an opportunity for the HCA’s Office of Care Coordination to work with CalOptima and provide the distribution of COVID-19 vaccination incentives to CalOptima Medi-Cal members. The non-monetary incentive food card cannot be exchanged for cash and is received upon receipt of each COVID-19 vaccination for those members experiencing homelessness within Orange County.
The Office of Care Coordination in collaboration with the
Incident Management Team, Orange County Fire Authority, city fire departments
and two federally-qualified health centers have mobilized COVID-19 vaccine
efforts to the sheltered and unsheltered population experiencing homelessness
in Orange County. These vaccination efforts will continue Countywide to
mitigate COVID-19 impact on persons experiencing homelessness. The non-monetary
incentives for individuals experiencing homelessness will continue to be
provided during vaccine drive efforts hosted by HCA. The Office of Care Coordination staff manages
the eligibility data collection for distribution of incentive cards required by
CalOptima at vaccination events and tracks each card in coordination with
CalOptima.
HCA requests that the Board approve retroactive Amendment 8 to the Coordination and Provision of Public Health Care Services Contract with CalOptima as referenced in the Recommended Actions.
