RECOMMENDED ACTION(S):

 

Receive and file the Quarterly Information Technology Projects Progress Report for Third Quarter FY 2023-24.

 

 

 

 

SUMMARY:

 

Receiving and filing the Third Quarter FY 2023-24 Information Technology Projects Progress Report will provide the Board of Supervisors and the public with an update on the status of major County technology projects.

 

 

 

 

BACKGROUND INFORMATION:

 

Since 2006, the Program Management Office (PMO) within the County Executive Office (CEO), Orange County Information Technology (OCIT) has reported quarterly on the status of Information Technology (IT) projects with a budget of $150,000 or more. Project status details are gathered from County department project managers and verified by the OCIT PMO. The Third Quarter FY 2023-24 IT Projects Progress Report covers the period of January 1, 2024, through March 31, 2024, and is included with this Agenda Staff Report as Attachment A.

 

The number of projects in this reporting period is 21, one less that the number reported in the previous quarter. Three projects, Business Intelligence & Analytics – Phase 1 and Electronic Health Records (EHR) Interoperability, both managed by Health Care Agency (HCA), and Shared Services Server Platform, managed by OCIT, were completed last quarter. A total of two new projects were added this quarter. The total budget decreased from $53,658,398 to $50,561,836.

 

During this reporting period, five projects experienced significant schedule delays and are in “Red” status (i.e., expected completion date is more than 20 percent of baselined schedule):  OCIT OC Agenda; OCIT Access Control Conversion; OCIT County Enterprise Network Redundancy; OCIT Legacy Application Restoration; and OC Sheriff's Department Automated Jail System (AJS). Two projects experienced a significant budget overage and are in "Red" status: OCIT County Enterprise External Firewall Cluster Enhancements and OCIT Zscaler Private Access (ZPA) VPN Standardization. Details concerning budget and schedule mitigation activities are included in the project notes included in Attachment A.

 

In addition to the status of the individual projects, the complete progress report (Attachment A) provides information and data regarding the County’s IT project performance and investment trends over the last 12 quarters. 

 

The Board of Supervisors received the previous Quarterly IT Projects Progress Reports on March 26, 2024; December 19, 2023; September 26, 2023; June 27, 2023; and every previous quarter since May 24, 2016
