RECOMMENDED ACTION(S):

 

Authorize the Sheriff-Coroner or designee to execute the Peace Officer Standards and Training Supervisory Agreement with the State of California for the Sheriff-Coroner Department to present the Commission on Peace Officer Standards and Training Supervisory Course for the term of July 1, 2024, through June 30, 2025, with a maximum reimbursement to the County of $95,021.

 

 

 

 

SUMMARY:

 

Approval of the FY 2024-25 Agreement between the State of California and the County will allow the Sheriff-Coroner Department to be reimbursed for providing the Peace Officer Standards and Training Supervisory Course for law enforcement personnel.

 

 

 

BACKGROUND INFORMATION:

 

The California Commission on Peace Officer Standards and Training (POST) sets minimum standards for California law enforcement training. The more than 600 participating California law enforcement agencies agree to abide by the standards established by POST and in return are eligible to receive the Commission’s services and benefits, including reimbursement for training. The Commission is funded through penalty assessments on criminal and traffic fines statewide. The Sheriff-Coroner Department (Sheriff) is a POST certified training course presenter. Each training course presentation must be in accordance with the Course Outlines and Budgets, which are on file at the Office of the Commission on POST. 

 

Among the several POST training courses presented by the Sheriff is the Supervisory Course, a mandated 80-hour course for newly promoted first-level supervising peace officers. The Supervisory course presentation includes the following topics:

 

- Accountability

- Internal Affairs Investigations

- Communications in a Diverse

   Workforce

- Recognizing and Documenting

   Employee Performance

- Conflict Management

- Leadership Styles and Behaviors

- Counseling

- Power and Authority

- Critical Incident Management/Use of   Force

- Role Identification and Transition

- Decision Making Models

- Officer Wellness/Stress Management

- Hi-tech Crimes (CalECPA)

 

 

The Sheriff provides POST Supervisory Course presentations each year to law enforcement personnel who are full-time, on-duty employees of POST reimbursable agencies. This mandated 80-hour POST Supervisory Course provides staff management and development information as well as other information to position newly promoted first-level supervising peace officers to provide their assigned staff the resources and support required in order to serve and protect the community. The training courses are presented pursuant to an annual agreement with the Commission on POST, which must be executed each year.

*Due to COVID-19, POST was not reimbursing for these classes for FY 2021-22 due to budgetary concerns.

 

The proposed FY 2024-25 Agreement is for the term July 1, 2024, through June 30, 2025. The Sheriff will provide seven Supervisory Course presentations, for which the State of California will reimburse the County up to an amount of $95,021, to cover the costs of the presentations.  The decrease for FY 2024-25 is due to less funding being available through POST.  

 

 

 

 

FINANCIAL IMPACT:

 

The State of California reimburses the County for the costs of providing training pursuant to the proposed FY 2024-25 Agreement. Appropriations and revenue related to this Agreement are included in the FY 2024-25 Budget for Budget Control 060, Sheriff-Coroner. The Agreement contains language that the Agreement will be of no force and effect in the event that funding is reduced and/or not available.
