RECOMMENDED
ACTION(S):
Authorize the
County Procurement Officer or Deputized designee to execute Amendment No. 7 to
renew the contract with Dayle McIntosh Center for the Disabled to administer
the Orange County Aging and Disability Resource Connection program in the
amount of $596,495 for a term effective July 1, 2024, through June 30, 2025,
for a revised cumulative contract total amount not to exceed $2,565,409.
SUMMARY:
Approval of
Amendment No. 7 to renew the contract with Dayle McIntosh Center for the
Disabled will continue support of the Orange County Aging and Disability
Resource Connection program and provide aging and disability services for the
purpose of aging in place and avoiding premature placement in long-term care
facilities among older adults and persons with disabilities.
BACKGROUND
INFORMATION:
The Orange County
Aging and Disability Resource Connection program (ADRC), funded by the
California Department of Aging (CDA), provides comprehensive, objective
information and options counseling to clients looking for services, resources
and programs in areas such as disability and long-term care, living
arrangements, health and wellness, adult protective services, employment and
training for people with disabilities using a No Wrong Door (NWD) service
model. The goal of NWD is to serve populations through shared protocols, shared
provider resource database, cross-training, and includes integrated intake
functions and co-location of services.
The ADRC includes
the Area Agency on Aging (AAA) and Independent Living Center (ILC) as core
partners in operating the program. OC Community Resources/Office on Aging
(OCCR/OoA) is the state-designated AAA for Orange County; Dayle McIntosh Center
for the Disabled (DMC) is Orange County’s ILC. As the ILC, DMC provides
independent living services, working with people with disabilities and older
adults to address current concerns and achieve personal goals toward maximum
independence. The ADRC core services include enhanced information and
assistance, options counseling, short-term service coordination and transition
coordination. OCCR/OoA provides enhanced information and assistance; DMC
provides all four ADRC services.
On October 20,
2020, the Board of Supervisors (Board) approved a Memorandum of Understanding
delineating the responsibilities of OCCR/OoA and DMC to expand the ADRC and to
provide a single coordinated system for Orange County residents seeking
reliable information and access to long-term services and support. On May 24,
2022, the Board approved the contract with DMC for FY 2022-23 to administer the
ADRC, and on June 6, 2023, approved the contract renewal for FY 2023-24. See
Attachment A for previous amendments to this contract.
OCCR/OoA requests
approval of Amendment No. 7 with DMC for the term July 1, 2024, through June
30, 2025. DMC will continue to provide the four core ADRC services and
collaborate with OCCR/OoA on ADRC activities and quarterly CDA reporting. ADRC
performance measures are not mandated by CDA due to the design of the program.
Data is reported to CDA as services provided and completed under respective
core services in joint efforts between OCCR/OoA and DMC.
The Contractor’s performance has been
confirmed as satisfactory. OCCR has verified there are no concerns that must be
addressed with respect to Contractor’s ownership/name, litigation status or
conflicts with County interests. The Orange County Preference Policy is not
applicable to this contract amendment. The contract with DMC includes
subcontractors. See Attachment B for Contract Summary Form.
This Agenda Staff Report (ASR) is coming
to the Board less than 30 days before the start of the contract due to the
uncertainty of continued state ADRC funding. Once OCCR/OoA received notice of
FY 2024-25 funding from CDA on April 17, 2024, staff initiated contract
negotiations and ASR development for the earliest possible Board date.
FINANCIAL IMPACT:
Appropriations for
this contract are included in Budget Control 012 FY 2024-25 Budget.
The contract includes a provision stating
that the contract is subject to, and contingent upon, applicable budgetary
appropriations approved by the Board for each fiscal year during the term of
the contract. If such appropriations are not approved, the contract may be
immediately terminated without penalty to the County.
