RECOMMENDED
ACTION(S):
1. |
Approve and
authorize execution of the agreement for law enforcement services with the
City of Laguna Woods, for the term July 1, 2024, through June 30, 2025, in an
amount not to exceed $3,382,177. |
2. |
If no law
enforcement services agreement between the County of Orange and the City of
Laguna Woods has been entered into by June 30, 2025, delegate to the
Sheriff-Coroner authority to execute a written amendment to this law
enforcement services agreement that extends the term for a specified term
between July 1, 2025, and August 31, 2025, and provides that the County will
continue during the term of extension to provide all or a specified part of
the law enforcement services previously provided to the City of Laguna Woods,
and that the City of Laguna Woods will pay the full costs of such services. |
3. |
Delegate to the
Sheriff-Coroner authority to execute written amendments to this law
enforcement services agreement that increase or decrease the total FY 2024-25
cost of services by one percent or less of $3,382,177, including adding, changing, or reducing staff or equipment, and
that do not materially change other provisions of the agreement. |

Delegate to the
Sheriff-Coroner authority to execute an amendment to this agreement to
substitute the City of Laguna Wood’s amended or new Traffic Violator
Apprehension Program resolution, as long as the amendment does not materially
change any other provision of this agreement. |
5. |
Delegate to the
Sheriff-Coroner authority to execute an amendment to this agreement to reduce
the level of service, terminate the service or adjust the costs for the
Traffic Violator Apprehension Program service to the City of Laguna Woods as
long as the amendment does not materially change any other provision of this
agreement. |
SUMMARY:
Approval of the
First Amendment to the agreement with the City of Laguna Woods will allow the
Sheriff-Coroner Department to continue to provide law enforcement services to
maintain the safety and welfare of residents of the City of Laguna Woods.
BACKGROUND
INFORMATION:
The City of Laguna
Woods has been contracting with the County of Orange (County) for the
Sheriff-Coroner Department (Sheriff) to provide law enforcement services since
1999. The table below notes when the Board of Supervisors (Board) approved the
most recent agreements and any annual adjustment amount.

The total cost to
the City of Laguna Woods for the FY 2024-25 agreement is $3,382,177, which includes regional/shared staff.
No changes to staffing from last Fiscal Year have occurred.
Contract costs
include salaries, wages, employee benefits, services and supplies,
transportation expenses, as well as division, department and County
(County-Wide Cost Allocation Plan) overhead. The FY 2024-25 cost is 7.34
percent higher ($231,382) than the previous agreement of $3,150,795. The
increase is due to salary and benefit increases due to labor agreements.
This agreement is submitted for approval
less than 30 days prior to the start of the proposed agreement due to an
extended negotiation period over the terms and conditions in the agreement, and
the need to have the Laguna Woods City Council approval before presenting the
agreement to the Board for approval. The Laguna Woods City Council approved
this agreement at its May 15, 2024, meeting.
FINANCIAL IMPACT:
The City of Laguna
Woods is responsible for 100 percent of the costs related to this agreement.
Appropriations and Revenue for this agreement are included in Budget Control
060, Sheriff-Coroner FY 2024-25 Budget.
