RECOMMENDED ACTION(S):

 

 

1.

Find that the project is Categorically Exempt from CEQA, Class 1 (Existing Facilities) pursuant to CEQA Guidelines Section 15031.

 

2.

Adopt a Resolution to approve the Orange County Traffic Committee Report of April 10, 2025 - Item A, and restrict right turn on red for southbound Antonio Parkway at Sendero Way, Monday through Friday from 7 a.m. to 9 a.m.

 

3.

Approve revised Orange County Traffic Committee bylaws, which includes amendments to clarify officer titles and meeting date, time and location.

 

 

 

 

SUMMARY:

 

Adopting a Resolution to restrict right turn on red for southbound Antonio Parkway at Sendero Way, Monday through Friday from 7 a.m. to 9 a.m., to reduce cut through traffic and enhance safety in the Sendero Community, along with approving amendments to the Orange County Traffic Committee Bylaws to clarify officer titles and meeting date, time and location will improve both traffic conditions and procedural clarity.

 

 

BACKGROUND INFORMATION:

 

At the April 10, 2025, Orange County Traffic Committee (Committee) meeting, the following items were agendized and discussed:

 

Item A – Right-Turn on Red Restriction

 

OC Public Works Traffic Engineering received a request from a resident to address cut-through traffic in the Sendero neighborhood of unincorporated Orange County in the eastern part of Rancho Mission Viejo. The request raised concerns about vehicles speeding on Sendero Way and surrounding streets as drivers attempt to bypass congestion on Antonio Parkway and Ortega Highway (SR-74).

 

To address concerns about cut-through traffic, one of the most effective engineering strategies is to restrict access or turning movements. Traffic Engineering used traffic simulation software to evaluate the potential impacts of restricting right turns on red (RTOR) for southbound traffic on Antonio Parkway during peak hours. The simulation showed that implementing RTOR restrictions would not negatively affect traffic performance at the intersection of Antonio Parkway and Sendero Way or at nearby intersection of Antonio Parkway and Cow Camp Road.

 

While turn restrictions are not inherently self-enforcing, they have proven effective in reducing cut-through traffic in other communities. For example, at the intersection of Antonio Parkway and Benjamin Drive in Ladera Ranch, implementing peak-hour RTOR restrictions resulted in a decrease in cut-through traffic in the community. Similar outcomes are anticipated in the Sendero neighborhood if RTOR restrictions are applied during peak hours.

 

The Committee recommended restriction of RTOR, Monday to Friday from 7 a.m. to 9 a.m., for southbound Antonio Parkway at Sendero Way, which will result in the installation of signs reflecting this restriction. The Committee unanimously approved the recommendation.

 

Item C – Amend Bylaws

 

The current Committee Bylaws designate the County Traffic Engineer as Chair of the Committee. In the Chair’s absence, the Chair may designate another staff member from OC Public Works Traffic Engineering to serve as Chair Pro Tempore, with full authority to carry out the Chair’s duties. However, the Committee Bylaws do not address situations in which both the Chair and Chair Pro Tempore are absent.  The proposed amendments clarify the Chair and Vice Chair positions.  The proposed amendments also address the unlikely situation that the Chair and Vice Chair are both unavailable. The proposed amendments allow the remaining members of the Committee, so long as there is quorum, to appoint another member to serve as the Chair for that meeting. 

 

The Committee Bylaws also state that meetings are to be held at 9 a.m. in the County Administration North, Building 14, Multipurpose Room 101, located at 400 W. Civic Center Drive, Santa Ana, CA 92701, or at another location as properly noticed prior to the meeting. Members of the Committee recently requested a change to the meeting time to help avoid traffic and encourage prompt attendance. The proposed adjustment allows the Committee to accommodate members as needed while still complying with the Brown Act.

  

The Committee unanimously recommended amendments to the Bylaws to:

 

a.

Replace the County Traffic Engineer as Chair with the member representing OC Public Works Traffic Engineering;

 

b.

Eliminate the position of Chair Pro Tempore and designate the Vice Chair to assume the Chair’s duties in the Chair’s absence;

 

c.

In the event the Chair and Vice Chair are absent, authorize the remaining Members present, so long as there is quorum, to appoint any present Member to serve as Chair for that meeting, and; 

d.

Allow meetings to be scheduled at any date, time, and location; provided proper notice is given in accordance with the Brown Act.

 

The most recent prior Board of Supervisors (Board) actions related to the Committee Bylaws took place on November 28, 2023, when the Board adopted amended Ordinance 6-4-204, authorizing future changes to Committee membership by Board resolution without further ordinance amendment, and Resolution No. 23-143, authorizing changes to the Committee membership to add one representative each from the Third and Fifth Supervisorial Districts.

 

Compliance with CEQA: The proposed project is Categorically Exempt (Class 1) from the provisions of CEQA pursuant to CEQA Guidelines Section 15301, because it consists of operation, maintenance and minor alteration of the use of existing public facilities (restricting right turns on red for specified streets), involving negligible or no expansion of existing use.

 

 

 

FINANCIAL IMPACT:

 

Applications for the costs associated with the installation of signage restricting RTOR, Monday to Friday from 7 a.m. to 9 a.m., for southbound Antonio Parkway at Sendero Way are included in Fund 115, OC Road, FY 2024-25 Budget.
