RECOMMENDED ACTION(S):

 

 

1.

Approve the Orange Regional Workforce Plan for Program Years 2025-2028.

 

2.

Approve the Orange Unified Local Workforce Plan for Program Years 2025-2028.

 

3.

Authorize the Chair of the Orange County Workforce Development Board to submit the Orange Regional Workforce Plan and Orange Unified Local Workforce Plan to the California Workforce Development Board and the Employment Development Department of the State of California.

 

4.

Authorize OC Community Resources Director or designee to make non-substantial and necessary revisions to the Orange Regional Workforce Plan and/or Orange Unified Local Workforce Plan as requested by the California Workforce Development Board and/or the Employment Development Department of the State of California.

 

 

 

 

SUMMARY:

 

Approval and submission of the Orange Regional Workforce Plan and Unified Local Workforce Plans for Program Years 2025-2028 will meet federal and state mandates to continue eligibility for local Workforce Innovation and Opportunity Act funding.

 

 

BACKGROUND INFORMATION:

 

The Workforce Innovation and Opportunity Act (WIOA), Section 106 requires local Workforce Development Boards (WDB) and chief elected officials within each designated region to prepare and submit a single regional plan that includes a description of the regional service strategies and a local plan for each local board. In California, there are 15 Regional Planning Units (RPU) and 45 WDBs.

 

The RPU for the Orange County area comprises the Anaheim WDB, Orange County WDB and Santa Ana WDB. The Anaheim WDB serves the City of Anaheim; the Santa Ana WDB serves the City of Santa Ana; and the Orange County WDB serves the remaining 32 cities and unincorporated areas of Orange County.

 

The California Workforce Development Board (CWDB) developed regional indicators that each RPU must use to establish objective metrics based on their region’s unique needs in their respective regional plans. The Orange Regional Workforce Plan (Regional Plan) identifies in-demand sectors, outlines sector-based initiatives for the next four years and provides strategies for effective communication with employers and integration of services from various partners. The Regional Plan outlines strategies to increase collaboration between the three local WDBs and provides an overview of the region’s economic and workforce conditions using both quantitative and qualitative data. The Regional Plan has been developed through public discussion sessions including eight townhall meetings, at least one in each district, with collaborative input from key regional partners and stakeholders. The townhall meetings were held from November 6, 2024, through December 4, 2024. 

 

As mandated by the CWDB, the Local Plan goals align with the California State Plan and the Regional Plan. The Orange Unified Local Workforce Plan (Local Plan) is driven by an operational alignment of the strategic objectives of the respective Regional Plan at the local WDB level. The vision is to promote collaborative partnerships, system alignment, and policy development while strengthening the local and regional economy and helping individuals achieve self-sufficiency through meaningful employment. The Local Plan describes how services will be coordinated between the three local WDBs to improve access and opportunities for all individuals, including those with barriers to employment, and ensure the workforce system is inclusive, effective and responsive to the region’s economic needs.

 

On May 11, 2021, the Board of Supervisors (Board) approved the Program Year (PY) 2021 - 2024 Regional Plan and Local Plan. On June 27, 2023, the Board approved the Biennial Modifications to the PY 2021 - 2024 Regional Plan and Local Plan. The current Regional and Local Plans expire on June 30, 2025.

 

On December 20, 2024, the State of California’s Employment Development Department issued Workforce Services Directive 24-09, Regional and Local Planning Guidance (Attachment D) to establish the procedures regarding the Regional and Local Plans for PY 2025-28, effective July 1, 2025, through June 30, 2029, as required by WIOA. Given the geographic proximity and the similar economic and socioeconomic alignment, the RPU collaboratively developed the Regional Plan PY 2025-28 (Attachment A) and Local Plan PY 2025-28 (Attachment B) in lieu of three local plans. Both the Regional and Local Plans require biennial modifications at the midpoint of the plan cycle to provide necessary updates.

 

The Orange County WDB unanimously approved the PY 2025-28 Regional and Local Plans on January 29, 2025. In accordance with the WIOA, Sections 107 and 108, the Orange County WDB posted the Regional and Local Plans for public comment from January 29, 2025, through February 28, 2025. No actionable public comments were received.

 

Subsequently, the PY 2025-28 Regional and Local Plans were approved by the Santa Ana WDB on March 20, 2025, the Anaheim WDB on March 12, 2025, the Santa Ana City Council on May 20, 2025, and the Anaheim City Council on May 29, 2025.
