RECOMMENDED ACTION(S):

Appoint Charlene Reynolds to the position of Airport Director. |

Approve Agreement with Charlene Reynolds at an annual salary of $251,680 and an estimated total compensation of $408,900 including benefits for employment as Airport Director, and authorize the County Executive Officer, on behalf of the County, to execute the employment agreement. |

SUMMARY:
The appointment of Charlene Reynolds as the next Airport Director of John Wayne Airport will fill the current vacancy in the position.
BACKGROUND INFORMATION:
Upon the vacancy in the Airport Director position, the Board retained the services of ADK Consulting & Executive Search for assistance in conducting a nationwide search for the next Director of John Wayne Airport. The Board conducted interviews with the highest rated candidates.
An executive with over 20 years of experience in the public and private sectors, Charlene Reynolds is currently the Chief Commercial Officer with the Houston Airport System. Previously, she worked for the Phoenix Sky Harbor International Airport, serving as the Assistant Aviation Director and also as the Interim Aviation Services Director. Ms. Reynolds worked for the City of Phoenix for 15 years, holding the positions of Deputy Aviation Director, Deputy Street Transportation Director and Management Assistant II. She has also worked for Entranco Engineers.
Ms. Reynolds earned a bachelor's degree in Management from the University of Phoenix and went on to receive her master’s degree in Business Administration from the Keller Graduate School of Management of DeVry University. Ms. Reynolds is President Elect of the National Forum for Black Public Administrators and was named a “Great 48” in 2020 by Phoenix Magazine. She was a Celebration of Women Honoree in 2018 and received the 2015 Jerome E. Miller Award from the City of Phoenix in 2015.
Appointment of the Airport Director by the Board is required by Orange County Codified Ordinance Section 2-1-12 (Ordinance). With the Board’s approval on April 26, 2022 of the reorganization of John Wayne Airport’s Maintenance and Facilities Development Divisions to OC Public Works effective July 1, 2022, the County Executive Office and County Counsel will review the Ordinance for applicable changes that, if needed, will be submitted to the Board for its review and direction.
FINANCIAL IMPACT:
The total compensation, including the cost of benefits, is anticipated to be $408,900. Salary and benefits appropriations are included in Budget Control 280, Airport Operations, FY 2021-22 budget and will be included in the budgeting process for future years.
