an amount not to exceed $21,612,720, renewable for one additional two-year
term. |

Pursuant to Contract Policy Manual
Section 3.4-114, authorize the County Procurement Officer or Deputized
designee to exercise a contingency contract cost increase, not to exceed
$720,424, a total of 10 percent of the Contract amount for the first year of
the Contract, for the entire term of the Contract, including renewals, and
within the scope of work set forth in the Contract. The use of this
contingency contract increase is subject to approval established by the
County Procurement Officer. |

SUMMARY:
Approval of the selection and
Contract with Waymakers for provision of Full Service Partnership/Wraparound
Services for Youthful Offenders will allow family-focused, client-centered
services where individualized service plans are developed to address various
areas of the client’s life to improve functioning.
BACKGROUND
INFORMATION:
On May 22, 2018, your Honorable
Board of Supervisors (Board) approved the prior Contract with Waymakers to
provide Full Service Partnership/Wraparound Services for Youthful Offenders and
Substance Abuse Services and the Contract expires June 30, 2023, the below
actions have been executed pursuant to appropriate authorities.

On November 23, 2022, the Health
Care Agency (HCA) released a Request for Proposal (RFP) in the County’s online
bidding system to solicit proposals from qualified providers for the provision
of Full Service Partnership/Wraparound (FSP/WRAP) Services for Youthful Offenders.
The RFP included the County’s intent to award one contract to the qualified
proponent whose proposal was determined to be the most responsive to the
requirements of the RFP. HCA received two proposals by the deadline of December
21, 2022. HCA received proposals from Olive Crest and the incumbent, Waymakers.
No protests were received.

three members was recruited to evaluate proposals received. Evaluation panel

The evaluation panel deemed the
proposal submitted by Waymakers to be most qualified based on Waymakers experience and services to
be provided.
HCA staff have conducted due
diligence on Waymakers. Reference Checks were satisfactory and completed with
Costa Mesa Police Department and Irvine Police Department. The Orange County
Preference Policy is not applicable to this contract award.
Scope
of Services
The Youthful Offender Wraparound
(YOW) Full Service Partnership program was developed to serve children and
transitional age youth residing in Orange County with current or past juvenile
justice involvement, who are experiencing a Serious Emotional Disturbance or
Serious Mental Illness. The program focuses on the strengths of the child,
Transitional Age Youth (TAY) and their families across all life domains in
order to promote success in safety, wellness and recovery through a
“whatever-it-takes” approach. The YOW program supports client participation in
and engagement with mental health services through targeted funding (referred
to as “flex funding”) for items such as, but not limited to, basic living
expenses, housing, employment, specialty treatments and transportation. YOW
services include direct mental health care; medication support services; individual,
group and family therapy; crisis intervention; case management and access to
support services in the community. YOW focuses on supporting youth to maintain
the positive changes made and skills gained while receiving rehabilitative
services in custody and upon reintegrating the youth into the community after
release from Juvenile Hall. Eligible youth are primarily referred to YOW by the
Orange County Probation Department, Child Guidance Unit and the Collaborative
Court programs. YOW will serve a minimum of 220 clients at any one time
throughout the contract.
Performance
Outcomes
YOW
program uses state-mandated data fields to evaluate the effectiveness of the
“whatever it takes” model in supporting the wellness, recovery and safety of
its Full Service Partnership (FSP) clients. Program targets, newly established
in 2022, are that at least 80 percent of FSP members served will remain safely
in the community and do not require psychiatric hospitalization, remain out of
custody, are not arrested and/or remain in shelter/housing. These are new
targets, and the 80 percent benchmark will be refined as additional years of
data are analyzed. The outcome data for FY 2020-21 and FY 2021-22 are as
follows:
Performance Outcomes by Domain
The
YOW program helped the majority of youth sustain recovery while receiving FSP
services, as shown in the tables below. YOW demonstrated a less significant
positive impact on Justice Involvement when compared with other FSP programs,
which can be attributed to the target population of those individuals enrolled
but have either historical or current Orange County juvenile justice
involvement. The outcome data for FY 2020-21 and FY 2021-22 are as follows:

Waymakers' performance has been
confirmed as satisfactory. HCA has verified there are no concerns that must be
addressed with respect to Waymakers' ownership/name, litigation status or
conflicts with County interests.
This contract includes
subcontractors. See Attachment B for information regarding subcontractors and
Contract Summary Form.
HCA requests that that Board authorize,
pursuant to Contract Policy Manual Section 3.4-114, the County Procurement
Officer or Deputized designee, to exercise a contingency contract cost increase
in an amount not to exceed $720,424, a total of 10 percent of the contract
amount for the first year of the contract, for the entire term of the Contract,
including renewals, and within the scope of work set forth in the contract. The
contingency provision would be exercised in the event there is an increase in
the projected services needed for the clients being served.
HCA requests the Board approve the
selection of and Contract with Waymakers for the provision of Full Service
Partnership/Wraparound Services for Youthful Offenders, as referenced in the
Recommended Actions.
FINANCIAL
IMPACT:
Appropriations for this Contract
will be included in Budget Control 042 FY 2023-24 Budget and will be included
in the budgeting process for future years.
The proposed Contract includes provisions
allowing HCA to terminate the Contract, reduce the level of services, and/or
renegotiate the levels of services provided, as necessary. This includes a
notice that allows HCA adequate time to transition or terminate services to
clients, if necessary.
