SUMMARY:
Approval of Amendment No. 4 with
The Alpha & Omega Group Security Services, Inc. for Unarmed Security Guard
Services will help maintain a safe environment for County employees and
clientele at various Health Care Agency locations.
BACKGROUND
INFORMATION:
The Health Care Agency (HCA)
currently utilizes unarmed security guard services at the Office of Vital
Records in Santa Ana, 17th Street Public Health Complex in Santa Ana, Tustin
Street Campus, Mental Health & Recovery Open Access Clinic in Anaheim,
Mental Health & Recovery Clinic in Westminster, Crisis Stabilization Unit
in Santa Ana, HCA Administration Building in Santa Ana, and Environmental
Health in Santa Ana. Unarmed security guard services provide a proactive
measure to ensure the safety of HCA staff and clients. To date, there have been
no significant security issues at any of these locations.
On April 1, 2020, the County
Procurement Office issued a Regional Cooperative Agreement (RCA) No.
RCA-017-20010010 with The Alpha & Omega Group Security Services, Inc.
(Alpha & Omega) effective April 1, 2020, through March 31, 2025.
On June 2, 2020, your Honorable
Board of Supervisors (Board) approved the contract with Alpha & Omega for
provision of unarmed security guard services, effective July 1, 2020, through
June 30, 2023, in an amount not to exceed $1,800,000. The below additional
actions have been executed pursuant to appropriate authorities.

Scope
of Service
Alpha & Omega provides unarmed
security guard services to several HCA program locations to ensure safety by
maintaining a visible presence, patrolling parking structures, checking
building perimeter doors, providing escort services, reporting suspicious activity
and trespassers, etc. Alpha & Omega provides attendance logs and daily
reports in a timely manner. No days have been missed during the last contract.
In addition, Alpha & Omega provides Security Incident Reports on an as
needed basis when incidents arise.
Performance
Outcomes
The performance of Alpha & Omega has
met measurable expectations during the previous contract year. Their
performance was measured by adherence to contracted staffing levels, work hours
and absence of reportable incidents. During this past year, Alpha & Omega
provided the contracted staffing levels and were present during agreed upon
work hours, without significant exception. In addition, there were no
significant reportable incidents of disturbance, trespass, theft, vandalism or
assault during their contracted hours.
In past years, HCA saw a demand for
unarmed security guard services at multiple locations in regards to HCA’s
COVID-19 effort. Alpha & Omega provided security guard services for
COVID-19 test sites, point of dispensing locations, locations storing COVID-19
vaccines and other COVID-19 related efforts. Security guard services have been
crucial in order to ensure the safety of employees, the public, as well as
reducing any potential outside risks. This resulted in a Board approved, $1.5
million increase on November 16, 2021. These services are no longer required
and with the addition of security guard services at Environmental Health
Services, reduces the contract amount with a not to exceed amount of $1.5
million for a 21 month term renewal, coterminous with the RCA term.
This Contract includes subcontractors. See
Attachment B for information regarding subcontractors and Contract Summary
Form.
Alpha & Omega's performance has been
confirmed as at least satisfactory. HCA has verified there are no concerns that
must be addressed with respect to Alpha & Omega's ownership/name,
litigation status or conflicts of interests. The Orange County Preference
Policy is not applicable to this amendment.
HCA requests that the Board authorize the
County Procurement Officer or Deputized designee to execute Amendment No. 4 to
the Contract with Alpha & Omega, as referenced in the Recommended Actions.
FINANCIAL
IMPACT:
Appropriations for this Contract will be
included in Budget Control 042 FY 2023-24 Budget and will be included in the
budgeting process for future years.

These funding percentages are an aggregate
of funding sources within multiple programs anticipated to utilize the
agreement.
Should services need to be reduced or
terminated due to lack of funding, the Contracts contains language that allows
HCA to give 30 days' notice to either terminate or renegotiate the level of
services to be provided. The notice will allow HCA adequate time to transition
or terminate services to clients, if necessary.
