RECOMMENDED ACTION(S):

 

 

1.

Find that Final Environmental Impact Report (FEIR) No. 557, previously certified by the Board of Supervisors on May 2, 1995, and Addendum No. IP 10-026 together reflect the independent judgment of the County of Orange and satisfy the requirements of CEQA for the Irvine Ranch Historic Park Utility Infrastructure Construction and OC Parks Headquarters Campus Plan projects; these projects are necessarily included elements contemplated as part of this action. Also, find that: 

 

 

 

a.

The additions, clarifications, and/or changes to the FEIR No. 557 caused by Addendum No. IP 10-026 do not raise new significant issues which were not addressed by the FEIR. 

 

 

b.

FEIR No. 557 and Addendum No. IP 10-026 are adequate to satisfy the requirements of CEQA for the Irvine Ranch Historic Park Utility Infrastructure Construction and OC Parks Headquarters Campus Plan projects.

 

 

c.

All mitigation measures are fully enforceable pursuant to CEQA (Public Resources Code) Section 21081.6(b) and have either been adopted as conditions, incorporated as part of the project design, or included in the procedures of project implementation.

 

2.

Conceptually approve the OC Parks Headquarters Campus Plan.

 

3.

Approve the Plans and Specifications for the Irvine Ranch Historic Park Utility Infrastructure Construction Project on file at OC Parks Design, a copy of which is also on file at the Clerk of the Board’s Office and authorize the OC Community Resources Director or his designee to sign the Plans and Specifications.

 

4.

Approve the Pre-qualified List of Contractors to bid on the Irvine Ranch Historic Park Utility Infrastructure Construction Project.

 

5.

Authorize OC Parks to solicit bids from the Pre-qualified Contractors for the Irvine Ranch Historic Park Utility Infrastructure Construction Project with a bid opening date of June 27, 2012 at 2:00 p.m.

 

 

 

 

SUMMARY:

 

Conceptual approval of the OC Parks Headquarters Campus Plan will support adaptive reuse of the park’s historic buildings and the housing of OC Parks administrative staff and approval of the Plans and Specifications for the Irvine Ranch Historic Park Utility Infrastructure Construction Project will support future improvements at the park.

 

 

 

BACKGROUND INFORMATION:

 

Irvine Ranch Historic Park

 

The County acquired the 16.5-acre Irvine Ranch Historic Park from the Irvine Company in conjunction with its development in the late 1990s of the West Irvine community in the City of Irvine. The Park is located on the northeast corner of Irvine Boulevard and Jamboree Road at 13042 Old Myford Road in the City of Irvine, (Exhibit A: Location Map).

 

The acquisition included the Irvine Ranch’s historic headquarters building and a number of other Ranch buildings, including the mess hall, bunkhouse, employee residences, and driving barn. The property included the site of the Irvine family residence, which was destroyed by a fire in 1965. As part of the acquisition, the Irvine Company paid to have a number of nearby Ranch structures, including foreman houses and a large red barn, moved onto the park site.

 

In 1999, your Board approved the Irvine Ranch Headquarters Historic Park Master Planning Program. The Program focused on the preservation and adaptive re-use of the historic structures and grounds to showcase both the Irvine family home site and the Irvine Ranch’s agricultural operations. In 2008, the Katie Wheeler Branch Library of OC Public Libraries opened in a replica building of the Irvine family residence, constructed on its original site in the southwest quadrant of the park (Exhibit B: Irvine Ranch Historic Park Aerial).

 

OC Parks Headquarters Campus Plan

 

As part of your Board's approval of the CEO OC Infrastructure reorganization in March 2008, OC Parks was aligned with the newly-formed OC Community Resources. OC Parks modified their existing relocation plan to accommodate the consolidation of the additional staff from both the County's 300 North Flower Street Building in Santa Ana and Irvine Regional Park to the Irvine Ranch Historical Park. As the 8,550-square foot building was inadequate to accommodate all of the staff transitioned as a result of the reorganization, three 2,160-square foot modular buildings were leased and located on the premises as an interim solution to accommodate needed space. Even with the additional expense of leasing the modular buildings, OC Parks has realized a cost savings over the past four years of approximately $1,100,000 by not having to pay rent on the space formerly occupied in Santa Ana.

 

Since 2008, OC Parks has moved forward with planning for the Irvine Ranch Historic Park to permanently accommodate OC Parks staff and to adaptively-reuse other historic buildings. An OC Parks Headquarters Campus Plan has been developed to house the staff in a number of restored buildings adjacent to or nearby the existing headquarters building located in the eastern quadrant of the Park.

 

A space needs assessment determined that 19,678 square feet of permanent space was required and Phase I of the Campus Plan (Exhibit C) includes renovating the mess hall building, the “Early Office” building, and three foreman row houses as office space and constructing a small addition to the mess hall building. The new office space in these buildings combined with the existing space in the headquarters building will result in 20,262 square feet of space for OC Parks. The plan also includes renovation of the former employee bathhouse building to provide staff lockers and showers as well as improvements to the grounds surrounding the renovated buildings. Future phases of the plan will involve additional building restorations for office space or historic interpretation and additional site improvements to serve both the campus and the Park.

 

The renovation of the buildings in Phase I is focused on adaptive re-use and historic and sustainable design to meet current building codes and satisfy the requirements of the American with Disabilities Act. All of the work must be done in strict compliance with the State Historical Building Code and the Secretary of Interior Standards for Rehabilitation of Historic Properties.

 

Exterior remodeling work will include reroofing, painting, and restoring and/or replacing of damaged architectural elements. Interior improvements will include structural retrofitting; installing new plumbing, electrical, heating and air conditioning, and telephone and data lines; replacing and/or restoring flooring, wall covers, cabinet work, and door hardware; painting; and demolishing and reconfiguring some interior areas. Improvements to the grounds will include landscaping of existing barren areas; planting of additional trees along the eastern property line and around the buildings; and creating a central courtyard.

 

Your Board is requested to conceptually approve the OC Parks Headquarters Campus Plan at this time. The completed Plans and Specifications for Phase I of the Campus Plan will be submitted to your Board for approval later this year.

 

Utility Infrastructure Construction Project

 

In support of the Campus Plan and the improvements to be made to the remainder of the Park’s buildings and grounds, new utilities need to be installed throughout the Park. The existing utilities do not meet current building and safety code requirements, do not connect to each building, and have reached the end of their useful life as the original infrastructure was installed over 100 years ago. The Utility Infrastructure Construction Project (Exhibit D) includes the installation of new water, sewer, gas, electrical, telephone, and telecommunication lines to each building within the Park as well as new fire and reclaimed water lines and storm drains on the property. The Plans and Specifications have been completed for the Utility Infrastructure Construction Project and a copy is on file in the Clerk of the Board’s Office. The estimated cost of the Project is $1,500,000.

 

Public Contract Code Section 20101 authorizes public entities to require potential bidders to submit a standardized questionnaire and financial statement, including a complete statement of the prospective bidder's experience in performing public works projects for the purposes of determining the bidder's qualification to do the work. The pre-qualification questionnaire is intended to identify experienced and financially qualified contractors in accordance with Federal and State guidelines. A Request for Statements of Qualifications for the Utility Infrastructure Construction Project was posted on BidSync on February 28, 2012 and advertised in six construction industry bid notification websites. Six firms responded and all were deemed qualified to perform the work. Your Board is requested to approve the Pre-Qualified List of Contractors (Exhibit E). Additionally, your Board is requested to authorize OC Parks to solicit bids from the pre-qualified contractors through publishing the Notice to Contractors (Exhibit F) to comply with Public Contract Code Section 22037 and sending the Notice to each pre-qualified contractor by certified mail.

 

Future Planning for Irvine Ranch Historic Park

 

Additional planning work is required before the remainder of the Park property can be restored. This includes the Ranch buildings located in the northwest quadrant and the area to the west of the Katie Wheeler Library. The process to prepare a General Development Plan for the entire park will be initiated next year. As part of that process, the establishment of the park as a Historic District in the National Register of Historic Places will be explored.

 

Orange County Historical Commission: The OC Parks Headquarters Campus Plan was considered at the Commission’s May 15, 2012 meeting and recommended the item for Board approval.

 

Compliance with CEQA: These projects are a necessarily included element of the projects considered in Final EIR No. 557, certified by the Board of Supervisors on May 2, 1995, and Addendum No. IP 10-026, which together adequately addressed the effects of the proposed projects. The additions, clarifications, and/or changes to the FEIR No. 557 caused by Addendum No. IP 10-026 do not raise new significant issues which were not addressed by the FEIR.
