RECOMMENDED ACTION(S):

 

 

Approve renewal of Agreement with Illumination Foundation for Housing Support Program Services with a maximum obligation of $1,000,000, for the period of July 1, 2019, to June 30, 2020, for a cumulative total of $2,673,200 for the period of July 1, 2017, through June 30, 2020.

 

 

 

 

SUMMARY:

 

Approval of the renewal of the Agreement with Illumination Foundation for Housing Support Program Services will enable the Social Services Agency to continue assisting families experiencing homelessness in Orange County who receive California Work Opportunity and Responsibility to Kids assistance by providing them with rental assistance to transition from homelessness into permanent housing.

 

 

 

BACKGROUND INFORMATION:

 

The Social Services Agency (SSA) is requesting the Board of Supervisors’ (Board) approval of the renewal of the Agreement with Illumination Foundation for the provision of Housing Support Program (HSP) Services for an annual maximum obligation of $1,000,000, for the period of July 1, 2019, through June 30, 2020.  This is the only renewal option for this Agreement. SSA will be releasing a Request for Proposal (RFP) later this year to continue services upon renewal expiration. 

 

The California Department of Social Services established the California Work Opportunity and Responsibility to Kids (CalWORKs) Housing Support Program pursuant to California Senate Bill (SB) 855 (Chapter 29, Statutes of 2014) to assist CalWORKs families experiencing homelessness in obtaining permanent housing and providing wrap-around supportive services to families to ensure housing retention.

 

For families participating in the CalWORKs program, homelessness can be a significant challenge that impacts the well-being of children and the ability for parents to engage in employment related activities.  Many clients receiving CalWORKs assistance face multiple barriers that may impede access to housing such as credit history, rental and/or utility arrears and legal issues.  HSP Services assist families experiencing homelessness in the CalWORKs program by providing them with rental assistance that allows them to transition from homelessness into stable permanent housing.  Services provided under the current Agreement include housing identification, rental and moving assistance and case management services. 

 

The current Agreement with Illumination Foundation for the provision of HSP Services was as a result of the RFP released on October 6, 2016.  The Board approved the Agreement with Illumination Foundation on May 23, 2017. The Agreement’s annual maximum obligation is $612,000, for a two-year total maximum obligation of $1,224,000, for the period of July 1, 2017, through June 30, 2019. 

 

In late 2018, SSA received notification from the State that the Orange County CalWORKs HSP allocation for FY 2018-19 would increase by $388,000 from the current Agreement amount and prior allocation amount, bringing the one-year allocation to $1,000,000.  The Board approved the First Amendment to add this funding on February 26, 2019. The additional funding has allowed the Contractor to secure new housing placements for approximately 20-25 new families and ensure that existing housing placements are not jeopardized during a short-term (three to six months) stabilization period. On March 15, 2019, the State notified SSA that Orange County was eligible to receive additional funding; as a result, SSA exercised usage of the 10 percent contingency in the amount of $61,200 based on the original Agreement’s annual maximum obligation.  In order to manage the new housing placements, the Contractor’s proposed renewal budget includes additional  administrative and service related adjustments and new positions. 

 

The Contractor’s performance has been confirmed as satisfactory.  SSA has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflicts with County interests.

Over the span of this Agreement, the cumulative total of families placed in permanent housing is 85 families, with 49 families placed during FY 2017-18 and 36 families placed during FY 2018-19 (July 1, 2018, through February 28, 2019).

FINANCIAL IMPACT:

 

Appropriations for the renewal of this Agreement will be included in the FY 2019-20 Budget. This renewal is funded 67 percent by federal funds and 33 percent by state funds. Federal dollars are comprised of Temporary Assistance for Needy Families (TANF) and state dollars are comprised of CalWORKs Housing Support.

 

Contingency of Funds

The proposed Agreement includes provisions that the Agreement is contingent upon the availability of funds and inclusion of sufficient funds in the budget approved by the Board for each fiscal year the Agreement remains in effect or operation.   In the event such funding is terminated or reduced, the County may terminate the Agreement, reduce the County’s maximum obligation or modify the Agreement, without penalty.
