RECOMMENDED ACTION(S):

 

 

1.

Approve Amendment No. 1 to the Contract with Orange County Asian and Pacific Islander Community Alliance, Inc. for provision of Outreach and Engagement Services, for the term of July 1, 2020, through June 30, 2021, for an amount not to exceed $1,128,570, for a revised cumulative total amount not to exceed $2,257,140.

SUMMARY:

 

Approval of Amendments No. 1 with Orange County Asian and Pacific Islander Community Alliance, Inc., The Priority Center, Ending the Generational Cycle of Trauma Inc. and Western Youth Services for provision of Outreach and Engagement Services will educate people of all ages who are at risk of developing a behavioral health condition and link them to services throughout the County.

 

 

 

 

BACKGROUND INFORMATION:

 

On August 25, 2015, following a Request for Proposal, your Honorable Board of Supervisors (Board) approved the selection of and Contracts with Orange County Asian and Pacific Islander Community Alliance Inc. (OCAPICA), The Priority Center, Ending the Generational Cycle of Trauma Inc. (The Priority Center) and Western Youth Services (WYS) for the provision of Outreach and Engagement (O&E) Services. Table 1 below shows all prior board actions for O&E Services.

Amendments No. 1 with OCAPICA, The Priority Center and WYS for provision of O&E Services will allow services to continue for the term of July 1, 2020, through June 30, 2021, and have a combined total maximum obligation not to exceed $3,385,710 The Health Care Agency (HCA) is in the process of redesigning these services based on community feedback and plans to issue a solicitation by the end of fall 2020 for services to begin July 1, 2021.

 

Scope of Services:

O&E services are designed to reach people of all ages, throughout Orange County, either who are at risk of developing or are beginning to show early signs of a behavioral health condition. This is achieved by engaging individuals and families in interventions aimed at reducing risk factors or stressors, building protective factors and skills and increasing support through linkages to appropriate community resources. The services include outreach contacts, engagement activities such as educational and skills building workshops and presentations, support groups, short-term individual and group interventions, transportation assistance and referrals and linkage to needed supportive services.

 

O&E Services are provided throughout the county using a regional collaborative approach with three distinct geographical regions, including north, central and south Orange County. OCAPICA provides services in the northern region, The Priority Center provides services in the central region and WYS provides services in the southern region of Orange County. The O&E Collaborative has been effective in educating the community about mental health issues and available resources for those in need. Program staff provide services to individuals and families representing many priority populations including Latinos, Asian/Pacific Islanders and other mono-lingual non-English speakers, who are less likely to seek out services themselves. This can be due to either the prevailing stigma or due to being isolated, in a variety of community settings such as private residences, worship centers, parks, schools, community centers and other areas that these individuals may frequent. Services are provided in all threshold languages spoken in Orange County.

 

Performance Outcomes:

In FY 2018-19, the O&E Collaborative provided 31,219 engagement activities, of which 2,039 were referrals resulting in 975 linkages. The top linkage categories included health education, behavioral health residential and outpatient treatment, employment services, health care services, legal services, adult education, housing resources, senior services and family support services. In addition, the goal for 30 percent of referrals resulting in linkages to supportive services was exceeded; O&E Services had a 48 percent linkage rate.

 

Program outcomes for the proposed Amendments will be consistent with current year goals and will demonstrate: 1) increase in participants’ well-being and quality of life; 2) increase in behavioral health competencies such as readiness for change and ability to access resources and seek help; and 3) reduction in behavioral health symptoms. Outcome data is measured by pre-and post-tests and reported in average scores.

 

FY 2017-18 and FY 2018-19 outcome data indicated that O&E Services demonstrated success in achieving its intended goals. A majority of participants reported improvements in their well-being, quality of life and their behavioral health symptoms. Almost all participants reported improvement in their readiness to change and ability to access resources and seek help (see Table 2 below).

The Contractors’ performances have been confirmed as satisfactory. HCA has verified there are no concerns that must be addressed with respect to Contractors’ ownerships/names, litigation status or conflicts with County interests.

 

Amendments No. 1 include subcontractors. See Attachments D, E and F for information regarding subcontractors and Contract Summary Forms.

 

HCA requests the Board approve Amendments No. 1 with OCAPICA, The Priority Center and WYS for provision of O&E as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract will be included in Budget Control 042 FY 2020-21 Budget.

 

Should services need to be reduced or terminated due to lack of funding, the First Amendments contains language that allows HCA to give a 30-day notice to either terminate or renegotiate the level of services to be provided. The notice will allow HCA adequate time to transition or terminate services to clients, if necessary.
