RECOMMENDED ACTION(S):

 

 

1.

Approve the selection of and Contract with SDXRAY Inc. for the provision of Direct Digital Radiology Services for Correctional Health Services Programs, for the term of July 1, 2023, through June 30, 2026, for an amount not to exceed $6,321,360.

 

2.

Pursuant to Contract Policy Manual Section 3.4-114, authorize the County Procurement Officer or Deputized designee to exercise a contingency contract cost increase, not to exceed a total of 10 percent of the Contract amount for the first year of the Contract, for the entire term of the Contract, including renewals, and within the scope of work set forth in the Contract. The use of this contingency contract cost increase is subject to approval requirements established by the County Procurement Officer.

 

3.

Authorize County Procurement Officer or Deputized designee to execute Contract with SDXRAY Inc., as referenced in the Recommended Actions above.

 

 

 

 

SUMMARY:

 

Approval of the selection of and Contract with SDXRAY Inc. for Direct Digital Radiology Services for Correctional Health Services, will allow for the continuation of on-site digital x-ray services for individuals booked at the Orange County Sheriff's Department Jails.

 

 

 

BACKGROUND INFORMATION:

 

On April 24, 2018, your Honorable Board of Supervisors (Board) approved the previous Contract with SDXRAY Inc. for the provision of Direct Digital Radiology Services for Correctional Health Services Programs for the term of May 1, 2018, through June 30, 2020. Amendment No. 3, for the term of May 1, 2018, through June 30, 2020, for administrative revisions, was executed pursuant to appropriate authorities; Amendment No. 4 and 5, for the term July 1, 2021, through June 30, 2022, for administrative revisions, were executed pursuant to appropriate authorities.

On September 2, 2022, the Health Care Agency (HCA) released a Request for Proposals (RFP) in the County’s online bidding system to solicit proposals from qualified providers to provide Direct Digital Radiology Services for Correctional Health Services. The RFP included the County’s intent to award one contract to the qualified proponent whose proposal was determined to be the most responsive to the requirements of the RFP. HCA received three proposals by the deadline of October 3, 2022. HCA received responsive proposals from SDXRAY Inc. and American Correctional Solutions, Inc.; the third proposal, from Professional Portable Radiologic Services, Inc., was deemed non-responsive. The Orange County Preference Policy is not applicable to this Contract.

 

Proposal Evaluation Process

The evaluation panel deemed the proposal submitted by SDXRAY Inc. to be responsive and qualified based on their experience and services to be provided. No protests were received.

 

HCA staff have conducted due diligence on SDXRAY Inc. Reference checks were satisfactory and completed with California Department of Veteran Affairs, San Diego County Sheriff’s Department and Alvarado Parkway Institute. HCA staff has verified there are no concerns that must be addressed with respect to Contractors’ ownership/name, litigation status or conflicts with County interests.

 

Scope of Services

The County of Orange is mandated to provide health care to individuals in the County’s custody pursuant to State of California Penal Code Sections 4011 and 4015 and Government Code Section 26902. HCA Correctional Health Services is the designated provider of health care to individuals in-custody on behalf of the Orange County Sheriff’s Department (OCSD) for adults. The purpose of the targeted services is to provide radiology services, including: on­site digital x-ray services, tuberculosis screening, hardware maintenance and support, radiology staff scheduling and coordination of services, as well as off-site examination interpretation and report generation for individuals booked at OCSD Jail facilities.

 

Performance Outcomes

The purpose of the contract is to provide radiology services including: on-site digital x-ray services, hardware maintenance and support, radiology staff scheduling and coordination of services, as well as off-site examination interpretation and report generation for individuals booked at the OCSD Jail facilities.

 

          Intake Release Center

Schedule: Seven days a week

Service: dedicated chest x-ray exam for tuberculosis screening of all inmates booked at the OCSD Jail Facilities.

               

Theo Lacy Facility and Central Men’s Jail

           Schedule: Five days a week

           Service: diagnostic x-ray as needed.

 

James A. Musick Facility

           Schedule: Five days a week

           Service: diagnostic x-ray as needed.

 

The proposed Contract with SDXRAY Inc. includes subcontractors. See Attachment B for Contract Summary Form.

 

HCA requests the Board approve the Contract with SDXRAY Inc. for provision of Direct Digital Radiology Services for Correctional Health Services Programs, as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract will be included in Budget Control 042 FY 2023-24 Budget and included in the budgeting process for future years.

 

Should services need to be reduced or terminated due to lack of funding, the Contract contains language that allows HCA to give 30 calendar days' notice to either terminate or renegotiate the level of services to be provided. The notice will allow HCA adequate time to transition or terminate services to clients, if necessary.
