RECOMMENDED ACTION(S):

 

 

1.

Find that the subject activity is not a project within the meaning of CEQA Guidelines Section 15378 and is therefore not subject to review under CEQA.

 

2.

Approve Qualified Vendor List for Contract Administration - Project Management Support Services for Capital Projects for a three-year period, effective upon Board of Supervisors approval, for the following firms: Kitchell CEM, Inc., Vanir Construction Management, Inc., Psomas, APSI Construction Management and CivilSource, Inc.

Approve Qualified Vendor List for Contract Administration - Project Management Support Services for Maintenance Projects for a three-year period, effective upon Board of Supervisors approval, for the following firms: Arcadis U.S., Inc., Cumming Construction Management, Inc., Project Dimensions, Inc., Jeff Oviedo & Associates, Inc. DBA JOA Group, Simplus Management Corporation and PMCS Group, Inc.

 

 

 

 

SUMMARY:

 

Approval of the Qualified Vendor Lists for Contract Administration-Project Management Support Services for Capital Projects and Maintenance Projects. The Qualified Vendor Lists will provide timely access to specialized services needed in support of expediting the cost effective completion of ongoing and future Countywide horizontal and vertical capital and maintenance public works projects.

 

 

 

 

BACKGROUND INFORMATION:

 

OC Public Works issued a Request for Qualifications (RFQ) for on-call Contract Administration-Project Management (CA-PM) Support Services. The RFQ was advertised from September 7, 2016, through October 3, 2016, on the County's online bidding system. The Architect-Engineer (A-E) firms were given an option of providing statements of qualifications for either capital projects and/or maintenance projects. A total of 16 submittals were received from 12 A-E firms for CA-PM Support Services. Six were received for capital projects, two for maintenance projects and four firmsí submitted qualifications for both capital projects and maintenance projects.

 

On November 15, 2016, the Evaluation Committee completed the written evaluation process and provided its recommendation. One firm was not selected as their written proposal did not adequately reflect their qualifications for services and did not meet the minimum evaluation score. A summary of the scores for CA-PM Support Services is attached in the Memorandum of Recommendation (Attachment A). Upon completion of evaluation and satisfactory reference checks for all qualified consultant firms, two CA-PM Qualified Vendor Lists (QVL) were established for approval and are included as Attachment B. Reference checks for capital vendors included OC Sheriff's Department and OC Community Resources. A complete list of reference checks can be found in Attachment C.

 

In accordance with Section 3.3-107 (1) of the Design and Construction Procurement Policy Manual (DCPM), the list of consultants on the QVL lists may be utilized to provide services in the annual not-to-exceed amount of $100,000.Upon Board approval of any or all vendors in the recommended QVL, OC Public Works plans to return to the Board for the establishment of individual On-Call contracts for terms consistent with the DCPM.

 

Compliance with CEQA: This action is not a project within the meaning of the CEQA Guidelines Section 15378 and is therefore not subject to CEQA, since it does not have the potential for resulting in either a direct or physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. The approval of this agenda item does not commit the County to a definite course of action in regard to a project since it is for approval of QVL lists of qualified A-E firms for potential vendor contracts that are not yet confirmed or approved. This proposed activity is therefore not subject to CEQA. Any future action connected to this approval that constitutes a project will be reviewed for compliance with CEQA.

 

 

 

FINANCIAL IMPACT:

 

As part of consolidating the administration of various internal A-E programs and contracts under OC Public Works, the Qualified Vendor Lists has been established to allow for Countywide utilization. Each Department will still utilize its internal process to encumber the amount needed based on its respective projects and ensure sufficient appropriations are available in the current budget and for future years.
