Authorize the County Purchasing Agent or authorized Deputy to execute Amendment Number Four to renew Wescraft, Inc. contract for mattress purchases and re-cover services commencing on June 29, 2017 through June 28, 2018, in an amount not to exceed $493,000, for a revised cumulative contract total amount not to exceed $2,456,000.






Approval of Amendment Number Four to the contract with Wescraft, Inc. will allow the Sheriff-Coroner Department to continue to contract for the purchase of new mattresses and re-cover services for County-owned mattresses used within the County jail system.





The Central Jail Complex, Theo Lacy Facility, and James A. Musick Facility require a contract for the purchase of new mattresses and for re-covering and repair of existing County-owned mattresses, as required by law for the health and welfare of inmates.Following a competitive bid process, the Board of Supervisors (Board) approved a contract with Wescraft, Inc. in the amount of $490,000 on May 21, 2013, renewable for four additional one year periods.Amendment One, approved by the Board on June 17, 2014, renewed the agreement for the one year period of June 29, 2014 through June 28, 2015 in the same annual amount.Amendment Two was approved by the Board on June 23, 2015 to renew the agreement for an additional year in the same annual amount.On May 24, 2016, the Board approved Amendment Three to renew the agreement for the period of June 29, 2016 through June 28, 2017 in the amount of $493,000.The $3,000 increase was due to an increase in the occurrences of mattress destruction by inmates.


The Sheriff-Coroner Department (Sheriff) requests Board approval of Amendment Number Four to renew the contract with Wescraft, Inc. for its fifth and final period of June 29, 2017 through June 28, 2018 in the amount of $493,000.Prior to contract expiration, the Sheriff plans to issue a solicitation to continue services.This vendor is performing satisfactorily.This contract does not include subcontractors or pass through to other providers.See Attachment C for Contract Summary.






Appropriations for this agreement are included in the Sheriff-Coronerís FY 2016-17 Modified Budget for Budget Control 060, and will be included the Requested Budget for FY 2017-18.This agreement is offset by multiple revenue sources including the following: State revenue received from Assembly Bill 109 2011 Public Safety Realignment (45%), Federal revenue received from U.S. Immigration and Customs Enforcement (15%), and General Fund (40%). This agreement contains language allowing the Sheriff-Coroner Department to terminate the contract or reduce the level of services without penalty with cause or without cause in the event that funding is reduced and/or not available to continue funding the agreement.
