BACKGROUND INFORMATION:

The Central Jail Complex, Theo Lacy Facility, and James A. Musick Facility require a contract for the purchase of new mattresses and for re-covering and repair of existing County-owned mattresses, as required by law for the health and welfare of inmates.Following a competitive bid process, the Board of Supervisors (Board) approved a contract with Wescraft, Inc. in the amount of $490,000 on May 21, 2013, renewable for four additional one year periods.Amendment One, approved by the Board on June 17, 2014, renewed the agreement for the one year period of June 29, 2014 through June 28, 2015 in the same annual amount.Amendment Two was approved by the Board on June 23, 2015 to renew the agreement for an additional year in the same annual amount. On May 24, 2016, the Board approved Amendment Three to renew the agreement for the period of June 29, 2016 through June 28, 2017 in the amount of $493,000.The $3,000 increase was due to an increase in the occurrences of mattress destruction by inmates.

The Sheriff-Coroner Department (Sheriff) requests Board approval of Amendment Number Four to renew the contract with Wescraft, Inc. for its fifth and final period of June 29, 2017 through June 28, 2018 in the amount of $493,000.Prior to contract expiration, the Sheriff plans to issue a solicitation to continue services. This vendor is performing satisfactorily. This contract does not include subcontractors or pass through to other providers.See Attachment C for Contract Summary.
