RECOMMENDED ACTION(S):

Authorize the Chair of the Board of Supervisors to approve Master Agreement Number CDB0212 for the provision of Child Abuse and/or Neglect Prevention/Intervention Counseling Services for the period of July 1, 2012 through June 30, 2015. |

SUMMARY:
Approval of the master agreement for child abuse prevention/intervention counseling services, also known as the Individual Provider Program (IPP), will assist families at-risk or with a history of abuse and/or neglect to strengthen their relationships and support successful family maintenance and/or reunification.
BACKGROUND INFORMATION:
Since inception of the IPP in 1992, your Board has authorized the Social Services Agency (SSA) Director to enter into agreements with licensed private sector therapists to provide individual and conjoint/family counseling services to SSA clients. Pursuant to Welfare and Institutions Code Section 16501, these services are for children and families referred by SSA's Children and Family Services Division (CFS), who are at-risk or have a history of abuse and/or neglect. The hourly rate for counseling services is $65 and has remained unchanged since 2006. SSA is requesting your Board's approval of a new three (3) year master agreement for IPP services for the period of July 1, 2012 through June 30, 2015.
On September 15, 2011, the current Request to Contract (RTC) process began, when SSA mailed 4,676 interest letters to solicit applications from California licensed Marriage and Family Therapists, Clinical Social Workers, and Clinical Psychologists in Orange County to provide child abuse and/or neglect prevention/intervention counseling services for the period July 1, 2012 through June 30, 2015. On September 29, 2011, SSA released the RTC through the County’s electronic procurement system, BidSync. The deadline to submit a completed application was 4:00 p.m., October 27, 2011. SSA received 70 applications.
The applicants went through a screening process consisting of an application and oral interview that considered therapeutic experience and training, language capability, geographic location, and service hours. Ultimately, 65 applicants passed this screening process. The list of successful applicants is attached.
Outcomes
During the period of July 1, 2010 through December 31, 2010, 170 families received IPP services. Of 206 children from these families who were placed in foster care and followed in CWS/CMS while their families received services, outcome data indicate IPP Services contributed toward reunifying 102, or 50%, of them with their families by December 2011.
Therapists under contract with SSA are not guaranteed any specific number of referrals and will not be paid the hourly rate for clients who fail to appear for a session. Although there is no maximum obligation listed in the individual Subordinate Agreements, SSA will monitor overall expenditures to all 65 contractors to ensure the annual maximum obligation is not exceeded.
The insurance provisions of the Master Agreement do not include automobile liability coverage as the nature of the contractors' services will not require them to drive clients as part of their service delivery. CEO/Risk Management approved this modification.
Contingency of Funds
Prior to the execution of all Subordinate Agreements, contractors will be made aware that funding or portions of funding for this Master Agreement may be contingent upon the State budget; receipt of funds from and/or obligations of funds by, the State to the County; and inclusion of sufficient funding for the services hereunder in the budget approved by the County's Board of Supervisors for each fiscal year covered by this Master Agreement. If such approval, funding or appropriations are not forthcoming, or are otherwise limited, the Master Agreement in this agenda report contains language which permits the County to immediately terminate, reduce, or modify the Master Agreement without penalty.

Funding for these services is 8.3% Federal, 0.5% State, 1% General (Federal and State dollars are comprised of Child Welfare and CalWORKs funding), and 90.2% Wraparound funds.
