RECOMMENDED ACTION(S):

 

 

1.

Authorize the County Chief Information Officer or designee to execute Amendment #8 to Type 2 Work Order Number CY7-001 under the contract for Data Center, Desktop, Applications and Service Desk Services with Science Applications International Corporation, for services to provide ad hoc Data Center server support for the County, to extend the work order end date from June 30, 2024, to June 30, 2025, reflecting an increase of $746,450, for a total not to exceed amount of $3,555,717.

 

 

2.

Authorize the County Chief Information Officer or designee to execute Amendment #5 to Type 2 Work Order Number CY7-005 under the contract for Data Center, Desktop, Applications and Service Desk Services with Science Applications International Corporation, for services to support multiple Countywide OnBase applications and projects, to extend the work order end date from June 30, 2024, to June 30, 2025, reflecting an increase of $154,288, for a total not to exceed amount of $905,622.

 

 

3.

Authorize the County Chief Information Officer or designee to execute Amendment #5 to Type 2 Work Order Number CY7-006 under the contract for Data Center, Desktop, Applications and Service Desk Services with Science Applications International Corporation, for operations and maintenance support services for the Microsoft Identity Manager and the Orange County Identity systems, to extend the work order end date from June 30, 2024, to June 30, 2025, reflecting an increase of $576,471.75 for a total not to exceed amount of $2,781,804.75.

Authorize the County Chief Information Officer or designee to execute Amendment #3 to Type 2 Work Order Number CY8-010 under the contract for Data Center, Desktop, Applications and Service Desk Services with Science Applications International Corporation, for a Badging Specialist in support of the County badge software and badge access services, to extend the work order end date from June 30, 2024, to June 30, 2025, reflecting an increase of $104,728 for a total not to exceed amount of $332,129.

 

 

5.

Authorize the County Chief Information Officer or designee to execute Amendment #4 to Type 2 Work Order Number CY8-012 under the contract for Data Center, Desktop, Applications and Service Desk Services with Science Applications International Corporation, for a Warehouse Support Specialist in support of Social Services Agency, to extend the work order end date from June 30, 2024, to June 30, 2025, reflecting an increase of $104,728 for a total not to exceed amount of $339,240.

Authorize the County Chief Information Officer or designee to execute Amendment #3 to Type 2 Work Order Number CY9-005 under the contract for Data Center, Desktop, Applications and Service Desk Services with Science Applications International Corporation, for a Site Support Technician for desktop support in support of Orange County Public Defender, to extend the work order end date from June 30, 2024, to June 30, 2025, reflecting an increase of $96,824 for a total not to exceed amount of $231,808.

Authorize the County Chief Information Officer or designee to execute Amendment #4 to Type 2 Work Order Number NCY2-017 under the contract for Managed Services Network, Voice and Security Services with Science Applications International Corporation, for a Cyber Security Analyst in support of County initiatives, to extend the work order end date from June 30, 2024, to December 31, 2024, reflecting an increase of $144,248, for a total not to exceed amount of $932,502.

 

 

8.

Authorize the County Chief Information Officer or designee to execute Amendment #2 to Type 2 Work Order Number NCY4-010 under the contract for Managed Services Network, Voice and Security Services with Science Applications International Corporation, for a Network Design Engineer in support of Orange County Sheriff Department, to extend the work order end date from August, 20, 2024, to June 30, 2025, reflecting an increase of $322,408, for a total not to exceed amount of $511,880.

 

 

 

 

SUMMARY:

 

Authorization to execute Type 2 Work Orders under the Agreements with Science Applications International Corporation for (1) Data Center, Desktop, Applications and Service Desk Services; and (2) Managed Services Network, Voice and Security Services will authorize Science Applications International Corporation to continue supporting the County on various information technology projects and services.

 

 

 

 

BACKGROUND INFORMATION:

 

Type 2 Work Orders

The contracts with Science Applications International Corporation (SAIC or Contractor) for Data Center, Desktop, Applications and Service Desk Services (DDAS Contract) and Managed Services Network, Voice and Security Services (NVS Contract) include provisions that enable the County to purchase additional related services through Work Orders for Optional Work. Type 1 Work Orders are those with a preliminary value to County which is equal to or less than the amount listed in the then current County Contract Policy Manual (CPM) §3.3-102(1)(a) (currently $200,000) and do not require Board approval. Type 2 Work Orders are those with a preliminary value to County which exceeds the amount listed in the then current CPM §3.3-102(1)(a) and require Board approval.

 

Contract for Data Center, Desktop, Service Desk & Application Services

On May 14, 2013, the Board of Supervisors (Board) approved an approximately five-year MSA (MA-017-13011864) with Science Applications International Corporation (SAIC) for Data Center Operations, Desktop Support, Applications and Service Desk Services (DDAS Contract).  The DDAS Contract was subsequently approved for an additional one-year extension and then, on October 8, 2019, the Board approved an extension to the MSA from February 2, 2020, to June 30, 2022, to make the DDAS Contract coterminous with the Master Services Agreement for Managed Services Network, Voice and Security contract.  On February 9, 2021, the Board approved the two optional one-year extensions, through June 30, 2024.  On March 8, 2022, the Board approved to extend the term from June 30, 2024, to June 30, 2026, with two one-year optional extensions. On January 9, 2024, the Board approved to extend the term by one optional year from June 30, 2026, to June 30, 2027. The County is in Contract Year 10 of the 13-year contract.

 

The table below includes the Type 2 Work Orders requested for Board approval, to extend the service dates to cover the term of July 1, 2024, through June 30, 2025, so that the resources can continue to support the County.

Contract for Managed Services Network, Voice and Security Services

On October 16, 2018, the Board approved an approximately three-year Master Services Agreement (MA-017-19010750) with SAIC for Network, Voice and Security Services (NVS Contract). The NVS Contract provided for an approximate five-month period to transition SAIC services into the County, three-year Contract of services and two optional one-year extensions. On February 9, 2021, the Board approved the two optional year extensions, through June 30, 2024. On March 8, 2022, the Board approved to extend the term through June 30, 2026, with two one-year optional extensions. On January 9, 2024, the Board approved to extend the term by one optional year, from June 30, 2026, to June 30, 3027. The County is in Contract Year five of the eight-year contract.

 

OCIT is also requesting Board approval to execute the following two Type 2 work orders.

 

1.

Amendment #4 to Type 2 Work Order Number NCY2-017 for a Cyber Security Analyst resource in support of County initiatives. Amendment #4 would extend the work order end date from June 30, 2024, to December 31, 2024, and increase the Work Order value by $144,248, for a total not to exceed amount of $932,502.

2.

Amendment #2 to Type 2 Work Order Number NCY4-010 for a Network Design Engineer in support of Orange County Sheriff Department.  Amendment #2 would extend the work order end date from August 20, 2024, to June 30, 2025, and increase the Work Order value by $322,408, for a total not to exceed amount of $511,880.

The Orange County Preference Policy is not applicable to these contract amendments.

 

The Agreements include subcontractors. See Attachments G and J for information regarding subcontractors and Contract Summary Form.

 

The Contractor’s performance has been confirmed as at least satisfactory. OCIT has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflicts with County interests.

The grand total for the proposed Type 2 Work Orders increase is $1,686,755.75 and is covered by the “Reserved Dollars” for Work Orders.

Approval of these Type 2 Work Orders will not increase the cumulative values for the DDAS Contract or NVS Contract. The County contemplated using the Reserved Dollars to cover these types of Work Orders and others that might be requested by OCIT or County departments for related services, project support, resources and support of moves to new County facilities.

 

Sufficient appropriations for the Type 2 Work Orders have been included in the FY 2024-25 Budget for Fund 289, OCIT Countywide Services Fund.  The costs of the Work Orders will be charged to OCIT and applicable departments receiving the services. This contract contains language allowing the County to terminate the agreements, reduce the level of services and/or renegotiate the levels of services to be provided.
