RECOMMENDED
ACTION(S):
Authorize the County Procurement
Officer or Deputized designee to execute Amendment One to Contract with The
Raise Foundation to convene the Child Abuse Prevention Council, and to renew
and amend the Contract in an amount not to exceed $202,164, effective July 1,
2024, through June 30, 2025, for a revised cumulative total not to exceed
$606,492, for the term of July 1, 2022, through June 30, 2025.
SUMMARY:
Approval of Amendment One to the
Contract will allow The Raise Foundation to continue convening the County's
Child Abuse Prevention Council, which works to increase awareness and
prevention of child abuse through public events, campaigns, training sessions
for professionals and involvement with community-based providers.
BACKGROUND
INFORMATION:
The Board designated The Raise
Foundation (TRF) as the County's convening body of the Child Abuse Prevention
Council (CAPC) by Board Resolution in 1974.
On May 10, 2022, the Social
Services Agency (SSA) obtained Board of Supervisors’ (Board) approval of the
current Contract with TRF for the term of July 1, 2022, through June 30, 2024,
with a maximum obligation of $404,328, with the option to renew for one
additional one-year term.
As the convening body of the CAPC,
TRF's major functions include coordinate a countywide campaign for National
Child Abuse Prevention Month and conduct Blue Ribbon Child Abuse Prevention
Awareness Month kick-off activities and events annually in either March or
April. Attendees typically include civic and community leaders, parents,
educators and other advocates for children. In addition, TRF educates the
community throughout the year around key issues related to child safety, and
TRF prepares and submits an annual report to the Board that summarizes program
activities, accomplishments and community involvement for the prior year.

The Contractor’s performance has
been confirmed as satisfactory. SSA has verified there are no concerns that
must be addressed with respect to Contractor’s ownership/name, litigation
status or conflicts with County interests.The Orange County Preference Policy
is not applicable to this contract amendment.
SSA now requests the Board’s
approval of Amendment One to the Contract with TRF for the term of July 1,
2024, through June 30, 2025, as the County's convening body of the CAPC.
Subcontractors
Due to the nature of the services, this
Contract could require the addition of subcontractors. In order to add
subcontractor(s) to the Contract, the Contractor must seek express consent from
SSA. Should the addition of a subcontractor impact the scope of work and/or
Contract amount, SSA will bring the item back to the Board for approval. In the
past, subcontractors have not been used for this Contract. See Attachment D for
Contract Summary Form.
FINANCIAL
IMPACT:
Appropriations for this Amendment
will be included in Budget Control 063, Social Services Agency FY 2024-25
Budget.
The funding for this Amendment is 85
percent Child Welfare Services (CWS) (two percent federal, 81 percent state,
and two percent County General Funds) and 15 percent Children’s Trust Fund.
County General Funds will be used towards the required match to access federal
and state funding in CWS. The Children’s Trust Funds include birth certificate
fee revenue and state Kid’s plate revenues and can only be reinvested in the
child abuse and neglect prevention and intervention programs.

Contingency of
Funds
The proposed Contract includes provisions
that the Contract is contingent upon the availability of funds and inclusion of
sufficient funds in the budget approved by the Board for each fiscal year the
Contract remains in effect or operation. In the event such funding is
terminated or reduced, the County may terminate the Contract, reduce the
County’s maximum obligation or modify the Contract, without penalty.
