RECOMMENDED ACTION(S):

 

 

1.

Approve the selection of and Contract with Charitable Ventures of Orange County for provision of Early Identification of Youth at Clinical High Risk for Psychosis, for the term of July 1, 2024, through June 30, 2026, for an amount not to exceed $2,600,000, renewable for three additional one-year terms.

 

2.

Pursuant to Contract Policy Manual Section 3.4-114, authorize the County Procurement Officer or Deputized designee to exercise a contingency contract cost increase, not to exceed a total of 10 percent of the Contract amount for the first year of the Contract, for the entire term of the Contract, including renewals, and within the scope of work set forth in the Contract. The use of this contingency contract cost increase is subject to approval requirements established by the County Procurement Officer.

 

3.

Authorize the County Procurement Officer or Deputized designee to execute the Contract with Charitable Ventures of Orange County, as referenced in the Recommended Actions above.

 

 

 

 

SUMMARY:

 

Approval of the selection of and Contract with Charitable Ventures of Orange County will support the effective identification, assessment, and treatment through care planning for youth ages 12 to 25 in Orange County who are at an increased risk for developing symptoms of early psychosis spectrum disorders.

 

 

BACKGROUND INFORMATION:

 

On February 11, 2020, your Honorable Board of Supervisors (Board) approved the current Contract with Charitable Ventures of Orange County (CV) for provision of Early Childhood and Youth Mental Health Consultation (ECYMHC) Services. On October 5, 2021, Early Psychosis Spectrum Consultation Services, also being provided by CV, was added to the existing agreement via Amendment for provision of ECYMHC Services. See Table 1 below for additional actions that were executed pursuant to appropriate authorities. The current contract with CV will expire on June 30, 2024. Each of the above services were solicited separately, and individual contracts awarded.

On October 12, 2023, the Health Care Agency (HCA) released a Request for Proposal (RFP) in the County's online bidding system to solicit proposals from qualified providers to provide Early Identification of Youth at Clinical High Risk for Psychosis services. The RFP included the County's intent to award a contract to a qualified provider whose proposal was determined to be the most responsive to the requirements of the RFP. Although the RFP was shared with all County online bidding system registered users, few are able to meet the regulatory requirements to be able to provide the solicited highly specialized services. HCA received one proposal by the deadline of November 9, 2023; therefore, an evaluation panel was not required. Program staff reviewed and deemed the proposal submitted by CV to be responsive and qualified based on their experience and the services to be provided. CV’s administrative offices are located in Santa Ana and Garden Grove and outreach services are conducted throughout communities in Orange County.

 

HCA staff have conducted due diligence on CV. Reference checks were satisfactory and completed with Children’s Hospital of Orange, Anaheim Union High School District and Orangewood Foundation.

 

Scope of Services

 

Early Identification of Youth at Clinical High Risk for Psychosis (CHR-P) Services are provided by CV through the Thrive Together Orange County (TTOC) program, which offers expertise in the early identification, evaluation, prevention, and comprehensive treatment of young people at risk for clinical psychosis. The services provided by TTOC will build resilience and improve outcomes for individuals by offering mental health assessments and evaluations that will focus on identifying those at high risk for psychosis. Through social media campaigns, outreach, and training events, TTOC will encourage widespread screening for clinical high-risk youth ages 12 through 25.

 

Consultation services will be provided for families and to professionals working with individuals that are assessed to be at risk for clinical psychosis. Additionally, TTOC offers training for professionals related to early identification of psychosis and psychosis risk. Outreach and education services are provided to groups interested in learning more about the early risk stages of psychosis for youth and how to facilitate early intervention and effective care. Linkages will be made for individuals and families to available resources as identified by assessment results and all families in need of additional resources will receive referrals to appropriate community providers.

 

Surveys provided by HCA will be administered at the conclusion of all TTOC trainings to measure the training’s impact on increasing participant's behavioral health knowledge and skills in regard to youth at CHR-P, and when and how to refer youth for screening.

**For FY 2024-25, we’re seeking a more targeted approach to outreach to those who directly support services to youth and young adults, as well as changing the focus from outreach and education to the clinical service provided.

 

HCA now requests that the Board approve the Contract with CV for provision of Early Identification of Youth at Clinical High Risk for Psychosis Services, as referenced in the Recommended Actions.

 

The Contractor's performance has been confirmed as satisfactory. HCA has verified there are no concerns that must be addressed with respect to Contractor's ownership/name, litigation status or conflicts with County interests. The Orange County Preference Policy is not applicable to this Contract award.

 

The proposed Contract with CV does not include subcontractors. See Attachment B for Contract Summary Form.

 

HCA requests that the Board authorize, pursuant to Contract Policy Manual Section 3.4-114, the County Procurement Officer or Deputized designee to exercise a contingency contract cost increase, not to exceed a total of 10 percent of the Contract in the amount for the first year of the Contract, for the entire term of the Contract, including renewals, and within the scope of work set forth in the Contract. The use of this contingency contract increase is subject to approval requirements established by the County Procurement Officer.

 

 

 

 

FINANCIAL IMPACT:

 

Appropriations for the proposed Contract will be included in Budget Control 042 FY 2024-25 Budget and will be included in the budgeting process for future years.

 

As a result of Proposition 1, the Mental Health Services Act (MHSA) will be repealed and replaced with the Behavioral Health Services Act (BHSA), effective July 1, 2026. Proposition 1 requires a BHSA Integrated Plan to be developed in accordance with newly enacted statute and Department of Health Care Services guidelines. Existing MHSA component programs may not meet the criteria for continuance under the BHSA guidelines. Should the Early Identification of Youth at Clinical High Risk for Psychosis program be included in the BHSA Integrated Plan, the scope of work will be updated to align with newly outlined requirements.

The proposed Contract includes provisions allowing HCA to terminate the Contract, reduce the level of services, and/or renegotiate the levels of services provided, as necessary. This includes a notice that allows HCA adequate time to transition or terminate services to clients, if necessary.
