RECOMMENDED
ACTION(S):
Authorize the County Procurement
Officer or Deputized designee to execute Amendment Two to Contract with The
Regents of the University of California, on behalf of UCI University Physicians
& Surgeons, UCI Department of Psychiatry for Sexual Abuse Counseling
services, to renew and amend the Contract in an amount not to exceed
$1,575,000, effective July 1, 2025, to June 30, 2026, for a revised cumulative
total amount not to exceed $4,683,646, for the term of July 1, 2023, through
June 30, 2026.
SUMMARY:
Approval of Amendment Two to
Contract with The Regents of the University of California, on behalf of UCI
University Physicians & Surgeons, UCI Department of Psychiatry for Sexual
Abuse Counseling services will allow the Social Services Agency to continue to
provide treatment to individuals involved with sexual abuse allegations
sustained by the Juvenile Court.
BACKGROUND
INFORMATION:
On June 6, 2023, the Board of
Supervisors (Board) approved the current Contract with The Regents of the
University of California, on behalf of UCI University Physicians &
Surgeons, UCI Department of Psychiatry (UCI) for Sexual Abuse Counseling
services in the amount of $1,490,215, for the term of July 1, 2023, through
June 30, 2024. On May 7, 2024, the Board approved Amendment One to renew and
amend the Contract with UCI for Sexual Abuse Counseling Services in an amount
not to exceed $1,618,431, effective July 1, 2024, through June 30, 2025, for a
revised cumulative total amount not to exceed $3,108,646.
The Social Services Agency (SSA) is
required to provide Sexual Abuse Counseling services, which includes
individual, family and group counseling services provided by UCI therapists and
licensed mental health professionals. The program provides children and
families with education and supportive counseling services to combat the impact
of trauma, develop healthy coping mechanisms to deal with abuse on a long-term
basis, aid in the understanding of the traumatic effects of the abuse and help
the children and adults heal.
Outcomes for Sexual Abuse
Counseling services for the period of July 1, 2023, through December 31, 2024,

The proposed Contract for FY
2025-26 will utilize the same outcome objectives as the current Contract.
SSA now requests
the Board’s approval of Amendment Two to Contract with UCI for Sexual Abuse
Counseling services, effective July 1, 2025, through June 30, 2026, in an
amount not to exceed $1,575,000, for a revised cumulative total not to exceed
$4,683,646, for the term of July 1, 2023, through June 30, 2026. Prior to
contract expiration, SSA plans to issue a solicitation to continue services.
The Contractor’s
performance has been confirmed as satisfactory. SSA has verified there are no
concerns that must be addressed with respect to Contractor’s ownership/name,
litigation status or conflicts with County interests. The Orange County
Preference Policy is not applicable to this Contract amendment.
Subcontracts
This Contract, due to the nature of the
services, could require the addition of subcontractors. In order to add
subcontractor(s) to the Contract, the contractor must seek express consent from
SSA. Should the addition of a subcontractor affect the scope of work and/or
contract amount, SSA will bring the item back to the Board for approval. In the
past, subcontractor(s) have not been used for this Contract. See Attachment B
for Contract Summary Form.
FINANCIAL
IMPACT:
Appropriations for this Amendment
will be included in Budget Control 063, Social Services Agency FY 2025-26
Budget.
The funding for this Amendment is
two percent federal, 83 percent state, 10 percent County Children’s Trust Fund,
and 5 percent County. Federal and state dollars include Child Welfare Services.
The County Children’s Trust Fund comprises birth certificate fee revenues and
state Kid’s Plate revenues and can only be invested in child abuse and neglect
prevention and intervention programs. County General Funds will be used towards
the required match to access federal and state funding in Child Welfare
Services.
Contingency of
Funds
The proposed Contract includes provisions
that the Contract is contingent upon the availability of funds and inclusion of
sufficient funds in the budget approved by the Board for each fiscal year the
Contract remains in effect or operation. In the event such funding is
terminated or reduced, the County may terminate the Contract, reduce the
County’s maximum obligation or modify the Contract, without penalty.
