RECOMMENDED ACTION(S):

 

 

1.

Approve the Contract with Orange County Association for Mental Health dba Mental Health Association of Orange County for provision of Adult Behavioral Health Outpatient Services for the term July 1, 2025, through June 30, 2028, in an amount not to exceed $16,059,180, renewable for two additional one-year terms.

 

2.

Approve the Contract with College Community Services dba Clarvida for provision of Adult Behavioral Health Outpatient Services for the term July 1, 2025, through June 30, 2028, in an amount not to exceed $17,623,323, renewable for two additional one-year terms.

 

3.

Pursuant to Contract Policy Manual Section 3.3-113, authorize the County Procurement Officer or Deputized designee to exercise a contingency contract cost increase in an amount not to exceed 10 percent of the contract amount for the first year of the Contracts, for provision of Adult Behavioral Health Outpatient Services, for the entire term of the Contract, including renewals, and within the scope of work set forth in the contract. The use of the contingency contract cost increase is subject to approval requirements established by the County Procurement Officer. 

 

4.

Authorize the County Procurement Officer or Deputized designee to execute the Contracts with Orange County Association for Mental Health dba Mental Health Association of Orange County and College Community Services dba Clarvida, as referenced in the Recommended Actions above.

 

 

 

 

SUMMARY:

 

Approval of the Contracts for provision of Adult Behavioral Health Outpatient Services will provide outpatient mental health services to adults, ages 18 and older, with serious mental illness and who may have a co-occurring substance use disorder.

 

 

BACKGROUND INFORMATION:

 

The Health Care Agency (HCA) is requesting the Honorable Board of Supervisors (Board) approve the Contracts with Orange County Association for Mental Health dba Mental Health Association of Orange County (MHA) and College Community Services dba Clarvida (Clarvida) for provision of Adult Behavioral Health Outpatient Services.

 

HCA released a Request for Proposal (RFP) for Adult Behavioral Health Outpatient Services on December 20, 2024, in the online bidding system to solicit proposals for the services. There were seven respondents to the RFP. An evaluation panel evaluated the proposals and recommended award of the two contracts. The Orange County Preference Policy is not applicable to the contracts.

 

Proposal Evaluation Process

A standard evaluation panel of five members was recruited to evaluate the proposals received for the RFP. Evaluation panel members independently rated the proposals using established criteria and possible maximum points of 1000. The panel recommended MHA and Clarvida; no protests were received.

Scope of Services  

Adult Behavioral Health Outpatient Services provide therapeutic mental health services in a clinic outpatient setting which includes a peer-run clubhouse. The target population is adults 18 years of age and older diagnosed with a serious mental illness and who may also have co-occurring substance use disorder. The clinical services provided include, but are not limited to, case management, mental health treatment, medication management, crisis intervention, educational and vocational services, socialization, and peer support activities. Clinical services prioritize the individual needs, strengths, choices, and involvement of each client in service planning and implementation. The goal of the Adult Behavioral Health Outpatient Services is to empower clients to take charge of their lives through informed decision-making.

 

This program has transitioned from a Recovery Center, which served individuals who were ready to reduce their reliance on the mental health system, to an Outpatient Clinic. This new contract will provide services to individuals at all levels of mental health recovery and will be an HCA-approved Direct Access site.

 

Performance Outcomes

The Adult Behavioral Health Outpatient Services will incorporate the statewide Behavioral Health Accountability Set (BHAS), Timely Access Standards and Population Behavioral Health Goals as required by the Department of Health Care Services (DHCS) and will be required to meet or exceed the minimum performance level as established by DHCS. These performance outcomes are newly established, and in previous years, contract providers were not obligated to meet them. MHA and Clarvida are incumbents and met the previous outcome measures. For the new contract new performance outcomes have been established by the State for 2025.

55% of clients will receive a follow-up appointment within 30 days after an emergency department visit for mental illness

58% of clients will receive a follow-up appointment within 30 days of discharge after hospitalization for mental illness

61% of Individuals with Schizophrenia will remain on Antipsychotic Medications for 80% of their treatment period

*DHCS may update or change the BHAS measures in subsequent years.

Behavioral Health Goals

The state is in the process of developing performance measurement standards for its statewide Behavioral Health Goals. HCA will incorporate relevant performance metrics for this program as they are available.

 

HCA has verified there are no concerns that must be addressed with respect to the Contractors' ownership/name, litigation status or conflicts with County interests. 

 

The individual contracts have subcontractors with various providers. See Attachment C for information regarding subcontractors and Contract Summary Forms.

 

HCA has confirmed that the appropriate due diligence has been conducted and all non-profits have been verified to be in good standing.

 

HCA requests the Board approve the Contracts with MHA and Clarvida for provision of Adult Behavioral Health Outpatient Services, as referenced in the Recommended Actions.

Appropriations for these contracts will be included in Budget Control 042 FY 2025-26 Budget and will be included in the budgeting process for future years.

 

The Contracts include provisions allowing HCA to terminate the Contract, reduce the level of services, and/or renegotiate the levels of services provided, as necessary. This includes a notice that allows HCA adequate time to transition or terminate service to clients, if necessary.
