RECOMMENDED ACTION(S):

 

 

1.

Approve Amendment No. 3 to renew the Contract with Pathways Community Services, LLC for provision of Children's Full Service Partnership/Wraparound Services for the term of July 1, 2020, through June 30, 2021, for an amount not to exceed $5,087,685, for a revised cumulative contract total amount not to exceed $21,391,337.

Approve Amendment No. 2 to renew the Contract with Pathways Community Services, LLC for provision of Transitional Age Youth Full Service Partnership/Wraparound Services for the term of July 1, 2020, through June 30, 2021, for an amount not to exceed $5,607,348, for a revised cumulative contract total amount not to exceed $25,233,065.

Approve Amendment No. 2 to renew the Contract with Orange County Asian and Pacific Islander Community Alliance, Inc., for provision of Children and Transitional Age Youth Full Service Partnership/Wraparound Services for the term of July 1, 2020, through June 30, 2021, for an amount not to exceed $2,851,048, for a revised cumulative contract total amount not to exceed $12,837,842.

Authorize the County Procurement Officer or authorized Deputy to execute the Amendments to the Contracts with Pathways Community Services, LLC and Orange County Asian and Pacific Islander Community Alliance, Inc., as referenced in the Recommended Actions above.

 

 

 

SUMMARY:

 

Approval of the Amendments to renew the Contracts with Pathways Community Services, LLC and Orange County Asian and Pacific Islander Community Alliance, Inc. for Children's and Transitional Age Youth Full Service Partnership/Wraparound Services will allow intensive mental health services to continue for children, transitional age youth and culturally and linguistically isolated children in Orange County.

 

 

 

BACKGROUND INFORMATION:

 

On November 22, 2016, your Honorable Board of Supervisors (Board) approved the selection of and Contracts with Pathways Community Services, LLC (PCS) and Orange County Asian and Pacific Islander Community Alliance, Inc. (OCAPICA) to provide Children's and Transitional Age Youth (TAY) Full Service Partnership/Wraparound (FSP/Wrap) Services for the term of January 1, 2017, through June 30, 2019, with a total not to exceed amount of $32,638,620. The Board subsequently approved the first one-year renewal of the Contracts on May 7, 2019, for the term of July 1, 2019, through June 30, 2020. The proposed amendments will allow services to continue for the term of July 1, 2020, through June 30, 2021, with an annual amount not to exceed of $13,546,081. A solicitation will be released in the fall of 2020 to begin services on July 1, 2021.  

 

Due to demand for these services, staffing for PCS will increase by three full-time employees and increase the minimum contracted amount of children and youth served at any one time from 212 to 242 for FY 2020-21. The PCS Services expansion will target 20 of the 30 increased slots for Intensive Services Foster Care children and youth. PCS will increase the maximum obligation up to $5,087,685, an increase of $454,013 from the prior fiscal year, to allow for the additional staff and services. For PCS serving TAY FSP/Wrap Services, the funding for this term will remain level with FY 2019-20 at $5,607,348. For OCAPICA serving children with diverse cultural and linguistic backgrounds, who may experience social isolation and TAY FSP/Wrap Services, the funding for this term will remain level with FY 2019-20 at $2,851,048.

 

Scope of Services:

 

The programs support children and TAY across the County by providing intensive field-based behavioral health including case management, individual/family/group therapy, medication support, peer support, housing coordination and employment coordination. Individuals enrolled in these programs may have a history of homelessness, use of inpatient psychiatric services and involvement with law enforcement, or be at high-risk for one or all of these outcomes. The overarching goal for these programs is to decrease homelessness or out-of-home placement, use of inpatient psychiatric beds and involvement with law enforcement for enrolled individuals when compared with their levels on these domains for the one-year period prior to enrollment. The programs utilize flexible funding, funding support deemed necessary to support a client’s mental health recovery process, to increase stability in the community. The delivery of these services is individualized for each client, allowing the programs to provide stabilization for the child/youth and their family with the goal of decreasing impairments in the functional areas below. These areas are monitored for change and individual client plans are modified to foster success.

 

Performance Outcomes:

 

FY 2018-19 outcomes are for the last complete year of outcome data. Performance outcomes for these programs are continuously measured by state mandated outcome measures.  The desired outcome in the areas below, is to demonstrate a reduction in homeless days, hospitalization days and incarcerated days.

This program contributes to the overall System of Care by providing intensive, wraparound services that may include emergency response, housing search and placement, linkage to financial benefits/entitlements, case management and transportation.

 

The Contractors' performances have been confirmed as satisfactory. Health Care Agency (HCA) has verified there are no concerns that must be addressed with respect to Contractors' ownership/names, litigation status or conflicts with County interests.

 

The Contracts include subcontractors. See Attachments D, E and F for information regarding subcontractors and Contract Summary Forms.

 

HCA works collaboratively with each provider to develop a good neighbor policy as required by their contract. To date, HCA has not received any negative feedback from the respective communities.

HCA requests that the Board approve the Amendments to the Contracts for the provision of FSP/Wrap Services with PCS and OCAPICA, as referenced in the Recommended Actions.

 

 

FINANCIAL IMPACT:

 

Appropriations for these Contracts will be included in Budget Control 042 FY 2020-21 Budget.

 

Should services need to be reduced or terminated due to lack of funding, these Contracts contain language that allows HCA to give a 30-days' notice to either terminate or renegotiate the level of services to be provided. The notice will allow HCA adequate time to transition or terminate services to clients, if necessary.
