RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized designee to execute the one-time purchase Federal Resources Supply Company contract effective upon Board approval and execution of all necessary signatures for one PACKBOT 525 Robotic System, in an amount not to exceed $273,509.

 

 

 

 

SUMMARY:

 

Approval of the one-time purchase contract will allow the Orange County Sheriff's Department to continue to safeguard the citizens of Orange County and visitors from explosive related incidents in this county, detection, disposal, and the rendering safe of devices.

 

 

 

BACKGROUND INFORMATION:

 

The County of Orange (County) is comprised of twenty-two (22) agencies with over 18,000 employees located throughout the County. The Orange County Sheriff's Department (Sheriff) is one of the agencies responsible for providing public safety to the residents through community outreach programs and law enforcement services. Currently, Sheriff has a need to purchase a new PACKBOT 525 (PACKBOT 525) Explosive Ordinance Disposal Robotic System. Sheriff bid out the purchase of a PACKBOT 525 on December 29, 2022, and Federal Resources Supply Company (Federal Resources) was the lowest bidder to the bid solicitation. See Attachment B, Bid Summary Form.

 

The PACKBOT 525 system enables the Sheriff's Hazardous Devices Squad to perform mission specific tasks regarding bomb disposal, render safe operations, Chemical Biological Radiological & Nuclear (CBRN) detection, Hazardous Material handling and confined space access operations.  It allows for enhanced situational awareness and communication during tactical support operations.

Sheriff can capitalize on the mobility of the PACKBOT 525 system. Operators of the PACKBOT 525 can move the robot forward and automatically ascend stairs and other obstacles into hazardous situations. It is equipped with stair-climbing technology, a forward-looking infrared (FLIR) (forward-looking infrared) thermal camera, and lifting capacities of up 44 pounds. 

Some of the PACKBOT 525 applications include:

*         Deploys in under two minutes to assist with bomb disposal, CBRN detection, HazMat handling operations.

*         Easily ascends stairs and navigates narrow passages, relaying real-time video, audio, and sensor data while the operator remains at a safer stand-off distance.

*         It is controlled from the uPoint® Multi-Robot Control system, featuring a touchscreen-based tablet controller that allows an operator to select from a group of connected robots.

*         It uses the MPU5 radio operating on the Wave Relay® MANET to form a strong network in which robots, operators, and observers seamlessly operate together.

             *         Training will also be included in the purchase, which will be provided by Federal                           Resource.

This contract does not currently include subcontractors or pass through to other providers. See Attachment C for the Contract Summary Form. The Orange County Preference Policy is not applicable to this contract award, because neither of the two bidders for this contract qualified as a local small business within the meaning of the Policy. Contractor performance has been confirmed as at least satisfactory based on the references received for this contractor during the biding process. Sheriff has verified that there are no concerns that must be addressed with respect to contractor's ownership/name, litigation status or conflicts with County interests.

Sheriff now requests Board approval of the Federal Resources contract for the one-time purchase of one PACKBOT 525 system, as noted in the Recommended Action. This budgeted capital asset exceeded the budgeted amount by more than 10 percent.

 

 

 

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in Sheriff's Budget Control 060, FY 2022-23 Budget. This contract contains language allowing Sheriff to terminate the contract or reduce the level of services without penalty with cause or without cause in the event that funding is reduced and/or not available to continue funding the contract.
