RECOMMENDED ACTION(S):

 

 

1.

Approve Amendment No. 1 to the Contract with People Assisting the Homeless (PATH) for Rapid Rehousing Services for Individuals, for a term effective from September 15, 2022, through June 30, 2024, to increase the Contract in an amount not to exceed $885,265, for a revised cumulative Contract total amount not to exceed $3,085,265.

Authorize the County Procurement Officer or Deputized designee to execute Amendment No. 1 to the Contract with People Assisting the Homeless (PATH), as referenced in the Recommended Actions.

 

 

 

SUMMARY:

 

Approval of Amendment No. 1 to the Contract with People Assisting the Homeless (PATH), for Rapid Rehousing Services for Individuals will provide 75 additional individuals or adult only households experiencing homelessness with rapid rehousing services to secure permanent housing and achieve housing stability.

 

 

 

 

BACKGROUND INFORMATION:

 

The County of Orange’s (County) Office of Care Coordination, in collaboration with the Orange County Continuum of Care (CoC) Board, serves as the administrative entity for the Homeless Housing, Assistance and Prevention (HHAP) Program for the Orange County CoC. The HHAP Program provides local jurisdictions with funds to support regional coordination, the development of a unified response to homelessness and funding to continue the efforts to end homelessness through permanent housing and supportive services informed by best-practices.

 

On August 9, 2022, your Honorable Board of Supervisors (Board), approved a Contract with People Assisting the Homeless, PATH (PATH) for Rapid Rehousing Services for Individuals (Program), for a term effective from September 15, 2022, through June 30, 2024, in an amount not to exceed $2,200,000. 

 

Since 1983, PATH has provided a full range of homeless services centered on housing people experiencing or at risk of homelessness while providing them with the resources and support to move into their own homes. PATH has been a leader in effectively and efficiently serving the most vulnerable in our communities, beginning in Los Angeles. PATH has grown to also serve the Counties of Orange, Sacramento, San Diego, Santa Barbara, and Santa Clara, and become one of California’s largest homeless services agencies. PATH’s rapid rehousing programs work to address the complex circumstances of each individual and help them navigate systems and services to achieve self-sufficiency. PATH currently operates the Placentia Navigation Center and the Yale Navigation Center and is contracted to provide COVID-19 Rapid Rehousing Services, Emergency Housing Voucher Supportive Services, and Regional Care Coordination Services in Orange County. PATH also partner with the County to operate the Cold Weather Emergency Shelter program from February 1, 2023, to March 31, 2023, ramping up services within an expedited timeline.

 

From August 2022 to February 2023, PATH achieved the following performance outcomes for the Program:

Scope of Services:

The Program assists individuals experiencing literal homelessness, either sheltered or those living in a place not meant for human habitation, to transition into permanent housing. The Rapid Rehousing Services will continue to provide up to 24 months of assistance to households looking to secure permanent housing and provide housing stabilization services to support housing retention. Rapid Rehousing Services at a minimum include intake and assessment, housing-focused case management, financial assistance, housing stabilization and supportive services.

 

PATH was initially contracted to serve 175 adult individuals and adult only households experiencing homelessness in Orange County – 75 households in the North Service Planning Area, 75 households in the Central Service Planning Area, and 25 households in the South Service Planning Area. The amendment will increase the total number of individuals and adult only households to be served by 75 total, which amounts to 25 households per Service Planning Area.

This Contract does not currently include subcontractors or pass through to other providers. See Attachment C for the Contract Summary Form. The Orange County Preference Policy is not applicable to this Contract award.

 

The County Executive Office (CEO) requests the Board approve Amendment No. 1 for the Contract with PATH, as referenced in the Recommended Actions above. Approval of the Amendment will continue to support the County’s effort to build a responsive System of Care that meets the needs of different segments of the homeless population in achieving housing stability. The Program follows the best practices, guiding principles, and commitments of the Housing Pillar as describe by the Homeless Service System Pillars Report which was created by the Commission to End Homelessness and accepted by the Board on October 4, 2022.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for the increase of this Contract will be included in Budget Control 017 FY 2023-24 Budget Request.  This Contract Amendment has no impact on the Net County Cost.

 

The proposed Contracts include a provision stating the Contracts are subject to and contingent upon, applicable budgetary appropriations approved by the Board for each fiscal year during the term of these Contracts. If such appropriations are not approved, these Contracts may be immediately terminated without penalty to the County.
