and between Orange County Interests and CSU Fullerton Auxiliary Services
Corporation for the Continued Operation of the Center for Demographic
Research at California State University, Fullerton, for the term of July 1,
2023, through June 30, 2026, in a total amount not to exceed $405,744 for the
County of Orange’s portion of sponsorship fees. |

SUMMARY:
Approval of the Memorandum of
Understanding with Orange County Interests and CSU Fullerton Auxiliary Services
Corporation for the Continued Operation of the Center for Demographic Research,
a research and information center affiliated with California State University,
Fullerton, will ensure the provision of reliable demographic information, which
is a valuable tool utilized by the County of Orange, local jurisdictions and
special districts when planning for future growth.
BACKGROUND
INFORMATION:
Prior to the County of Orange’s (County)
bankruptcy in 1994, the County employed an in-house demographic department that
produced much of the work now done by the Center for Demographic Research
(CDR). Since April 1996, the County has partnered in a Memorandum of Understanding
(MOU) with several government entities, including Orange County Transportation
Authority, Orange County Council of Governments, Orange County Sanitation
District, Transportation Corridor Agencies, Municipal Water District of Orange
County, Orange County Water District, Southern California Association of
Governments (SCAG) and the Orange County Local Agency Formation Commission to
contract with CDR at California State University, Fullerton, for demographic
services.
Since its inception, CDR has been
instrumental in developing the County Projections, which is utilized in the
Regional Transportation Plan/Sustainable Communities Strategy, facilities
planning and timing, development of fee programs, bond revenue stream analysis,
demand for water, sewer and other services, Regional Housing Needs Assessment,
input to SCAG, County transportation funding and other local and regional
planning efforts. Additionally, the MOU outlines other various work products
and services, such as reports, public information services, databases and
participation in committees to ensure that a technical review is incorporated
into regional planning efforts on behalf of County departments.
As a CDR sponsor, the County will continue
to receive technical, managerial and policy participation; access to Geographic
Information System and demographic data, including census data processing;
population, housing unit and employment projections; and annual housing unit
and population estimates.
Previously, the Board of Supervisors has
approved MOUs between the County Executive Office (CEO) and CDR on April 28,
2020, May 23, 2017, March 14, 2017, and April 8, 2014.
FINANCIAL
IMPACT:
Demographic research and
information services provided via the MOU for the term of July 1, 2023, through
June 30, 2026, will not exceed $405,744. The County's sponsor fees will be
$124,867 for FY 2023-24, $135,579 for FY 2024-25 and $145,298 for
FY 2025-26, an increase from previous years to accommodate California
State minimum wage increases, reflect recent market studies on salaries,
updated work programs and increased healthcare costs. Appropriations for the
MOU will be included in General Fund 100, Budget Control 017, FY 2023-24 Budget
and will be included in the budgeting process for future years.
