RECOMMENDED ACTION(S):

 

 

1.

Approve Amendment No. 2 to the Contract with Abbott Laboratories for AlinIQ Inventory Management System, effective April 23, 2024, through June 30, 2027, to increase the Contract in an amount not to exceed $250,000, for a revised total contract amount not to exceed $617,100.

 

2.

Authorize the County Procurement Officer or Deputized designee to execute Amendment No. 2 to the Contract with Abbott Laboratories as referenced in the Recommended Action above.

 

 

 

 

SUMMARY:

 

 

Approval of Amendment No. 2 to the Contract with Abbott Laboratories for AlinIQ Inventory Management System will allow the Orange County Public Health Laboratory to improve inventory tracking and ordering.

 

 

 

BACKGROUND INFORMATION:

 

On March 22, 2022, your Honorable Board of Supervisors (Board) approved the Sole Source Contract with Abbott Laboratories (Abbott) for AlinIQ Inventory Management System, to purchase the AlinIQ Inventory Management System (IMS) and annual license. AlinIQ IMS is the only inventory system that incorporates Abbott diagnostics products by pre-generating tags for Abbott reagents and provides full capabilities of an inventory management system built specifically for the lab to ensure all accreditation requirements are met. AlinIQ IMS automates inventory receiving and tracking of urine, blood, and swab specimens for testing at the Orange County Public Health Laboratory (OCPHL) and Orange County Water Testing Laboratory (OCWTL). AlinIQ IMS also maintains complete reagent traceability records, including receipt dates and lot numbers.

HCA requests that the Board authorize the County Procurement Officer or Deputized designee to execute Amendment No. 2 to the Contract with Abbott Laboratories as referenced in the Recommended Actions.

 

The proposed Amendment No. 2 to the Sole Source Contract with Abbott is to add the AlinIQ Indexor, its consumables and maintenance for the OCPHL and OCWTL. AlinIQ Indexor is a complementary product of Abbott’s AlinIQ IMS software solution that integrates with the existing AlinIQ IMS. AlinIQ Indexor reduces the manual paper process and streamlines and automates sample tracking, which simplifies phlebotomy collection, digitally documents sample data during transport, and improves visibility and processing. The OCPHL has Abbott Diagnostic and other instruments in the virology section. Abbott’s administrative offices are located out of state and Public Health Lab Services are provided to all communities in Orange County. The Orange County Preference Policy is not applicable to this contract amendment.

 

This Contract does not currently include subcontractors or pass through to other providers. See Attachment C for Contract Summary Form.

 

The Contractor's performance has been confirmed as at least satisfactory. HCA has verified there are no concerns that must be addressed with respect to Contractor's ownership/name, litigation status or conflicts with County interests.

 

 

 


 

 

FINANCIAL IMPACT:

 

Appropriations for this Amendment are included in Budget Control 042 FY 2023-24 Budget and will be included in the budgeting process for future years.

 

The Contract includes provisions allowing HCA to terminate the Contract, reduce the level of services, and/or renegotiate the levels of services provided, as necessary. This includes a notice that allows HCA adequate time to transition or terminate services to clients, if necessary.
