Receive and file the Quarterly
Information Technology Projects Progress Report for Second Quarter FY 2024-25.
SUMMARY:
Receiving and filing the Second
Quarter FY 2024-25 Information Technology Projects Progress Report will provide
the Board of Supervisors and the public with an update on the status of major
County technology projects.
BACKGROUND
INFORMATION:
Since 2006, the Program Management Office
(PMO) within the County Executive Office (CEO), Orange County Information
Technology (OCIT) has reported quarterly on the status of Information
Technology (IT) projects with a budget of $150,000 or more. Project status
details are gathered from County department project managers and verified by
the OCIT PMO. The Second Quarter FY 2024-25 IT Projects Progress Report covers
the period of October 1, 2024, through December 31, 2024, and is included with
this Agenda Staff Report as Attachment A.
The number of projects in this reporting
period is 17, the same number reported in the previous quarter. Four projects
were completed last quarter: eDiscovery Tool Implementation (OCIT); Legacy
Application Restoration (OCIT); Qualtrics Call Center Analytics (Social
Services Agency); and Web Property Tax Inquiry & Payment System
(Treasurer-Tax Collector). Four new projects were added this quarter: OC.GOV
Migration (OCIT); Multi-Factor Authentication (MFA) System (OCIT); OC Care
Connect (CEO); and Orangewood Children's Information System 2.0 (OCIS2.0)
(SSA). The total budget increased from $18,435,344 to $21,593,632.
During this reporting period, five
projects experienced significant schedule delays and are in “Red” status (i.e.,
expected completion date is more than 20 percent of baselined schedule): OC
Agenda (OCIT); Access Control Conversion (OCIT); Juvenile Hall Switch Migration
(OCIT); Mandated Reporter App (SSA); and OC Sheriff's Department Automated Jail
System (AJS). No projects experienced a significant budget overage. Details
concerning budget and schedule mitigation activities are included in the
Project Dashboard found in Attachment A. A Status Update of OCIT Projects
Identified as At Risk or Critical in Second Quarter FY 24-25 Quarterly IT
Project Progress Report is included with this Agenda Staff Report as Attachment
B. This report provides status updates as of March 1, 2025, for OCIT-managed IT
projects with budgets of $150,000 or more that were flagged as at risk or
critical as of December 31, 2024. It does not cover projects managed by
departments other than OCIT.
In addition to the status of the
individual projects, the complete progress report (Attachment A) provides
information and data regarding the County’s IT project performance and
investment trends over the last 12 quarters.
The Board of Supervisors received the
previous Quarterly IT Projects Progress Reports on January 14, 2025; September
24, 2024; June 25, 2024; March 26, 2024; and every previous quarter since May
24, 2016.
