SUMMARY:
Approval of a Subordinate Contract
with DLT Solutions for PMIS Platform with Oracle Software and Support will
provide crucial development and deployment services for the implementation of
the Airport’s Project Management Information System.
BACKGROUND
INFORMATION:
In 2018, DLT Solutions LLC was
awarded a cooperative Master Agreement 180233-001 through Omnia Partners for
Oracle Products and Services, effective December 12, 2018, through November 30,
2028. This contract enables agencies to obtain hardware, software, cloud
products, and consulting and professional services for various Oracle products.
John Wayne Airport
(JWA) is recommending Board of
Supervisors (Board) approval to establish a subordinate contract
MA-280-26011052 with DLT Solutions LLC for Oracle Primavera Unifier and
Primavera Cloud subscription and design and deployment services for JWA’s
Project Management Information System (PMIS) solution, effective upon execution
of all necessary signatures, and continuing for three calendar years from that
date with the option to renew for one additional two year term contingent upon
renewal of the Omnia contract and Board approval. The Orange County Preference
Policy is not applicable to this subordinate contract based on cooperative
contracts. JWA is procuring these Services in accordance with the 2026 Contract
Policy Manual Section 4.7-105.
The PMIS platform
shall be a cloud-based system that manages projects for JWA’s Capital
Improvement Program, concessions program, ad hoc on-call and development
projects, and the General Aviation Improvement Program. The vendor will provide
subscription licenses for five years and will configure business process rules,
workflows, forms, reports, dashboards, and interfaces with other third-party
systems based on the JWA’s Project Program Manual to provide a turn-key
solution.
An analysis was
completed to verify the Contract provides the County with persons specially
trained, experienced, expert and competent to perform the special services in
accordance with the law.
This Contract
includes subcontractors. See Attachment B for information regarding
subcontractors and Contract Summary Form.
Compliance
with CEQA: This action is not a project within the
meaning of CEQA Guidelines Section 15378 and is therefore not subject to CEQA,
since it does not have the potential for resulting in either a direct physical
change in the environment or a reasonably foreseeable indirect physical change
in the environment. Approval of this agenda item authorizes a subordinate
contract for ongoing support, operation, maintenance, and software services for
existing facility systems at John Wayne Airport and does not commit the County
to a definite course of action with respect to any specific construction or
physical modification. Any future individual work activities that may result in
physical changes to the environment will be subject to separate review for
compliance with CEQA, as appropriate.
FINANCIAL
IMPACT:
Appropriations for this Contract
are included in Airport Operating Fund 280, FY 2025-26 Budget and will be
included in the budgeting process for future years.
The Contract includes a provision
stating the Contract is subject to, and contingent upon, applicable budgetary
appropriations being approved by the Board for each fiscal year during the term
of this Contract. If such appropriations are not approved, this Contract may be
immediately terminated without penalty to the County. The contract contains
language that permits reductions or termination of the contract immediately
without penalty if approved funding or appropriations are not forthcoming and
upon 30-days' notice without penalty.
