RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized designee to execute sole source Contract MA-026-26010925 with Prado Family Shooting Range for use of shooting range facility, effective July 1, 2026, through June 30, 2029, in the amount not to exceed $15,500 per year and $46,500 cumulatively.

 

 

 

 

SUMMARY:

 

Approval of the Contract with Prado Family Shooting Range will allow the Office of the Orange County District Attorney/Public Administrator to use an outdoor shooting range to conduct investigator firearms training.

 

 


 

 

BACKGROUND INFORMATION:

 

The Office of the Orange County District Attorney/Public Administrator (OCDA) requires a private, outdoor gun range to conduct tactical and advanced firearms training for its investigators.  Investigators require this training to develop the physical and mental skills necessary to respond to dangerous and threatening situations in the line of duty.  During the training, investigators will simulate real-life encounters and scenarios to test their ability to make critical decisions under stressful conditions, both indoors and outdoors.

Prado Family Shooting Range (Prado) is the only outdoor facility near Orange County that meets the OCDA’s firearms training needs.  Located within the Prado Regional Park in Chino, the park’s classroom facilities and outdoor gun range offer multiple turning and lateral moving target systems that are not available at indoor ranges.  The outdoor range also has multiple shooting bays that accommodate high-powered rifles, shotguns and pistols and are accessible on the weekdays for the investigator’s training.  Since the range is secluded from the public, investigators can also safely clean and maintain their weapons in isolation under instructor supervision.

 

Although the OCDA has used Prado's shooting range in previous years, for this new contract, Prado requested OCDA to waive the requirements for the Commercial General Liability’s primary and non-contributory endorsement, Commercial Auto Liability, Workers’ Compensation and Employer’s Liability insurance and add Prado as an additional insured.  County Executive Office/Risk Management has reviewed these terms and determined the modified insurance and mutual indemnification are appropriate since OCDA is using Prado’s facility.   The Risk Assessment or Modification of Insurance Terms Form can be located under Attachment C.

 

The OCDA now requests the Board’s approval to execute sole source Contract MA-026-26010925 with Prado Family Shooting Range for use of shooting range facility, effective July 1, 2026, through June 30, 2029.

 

The Contractor’s performance has been confirmed as at least satisfactory.  The OCDA has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflicts with County interests.

FINANCIAL IMPACT:

 

Appropriations for this Contract are requested in the District Attorney’s FY 2026-27 Budget for Budget Control 026 and will be included in the budgeting process for future years.  This Contract contains language allowing the District Attorney to terminate the contract or reduce the level of services without penalty with cause or without cause in the event that funding is reduced and/or not available to continue funding the Contract.
