RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized designee to execute Amendment Number One to the Traditional Funeral Services, Inc. contract for body transportation services to amend Attachment B, Compensation and Pricing Provisions, Section 2 - Fees and Charges to increase the Price Per Case from $250 to $280, and to renew for the term of April 15, 2026, through April 14, 2027, in the not to exceed amount of $750,000, for a new cumulative contract total amount not to exceed $3,000,000, renewable for one additional one-year term.

 

 

 

 

SUMMARY:

 

Approval of Amendment Number One to the Traditional Funeral Services, Inc. contract will allow the Sheriff-Coroner Department to continue to contract for body transportation services.

 

 

 


 

 

BACKGROUND INFORMATION:

 

The Sheriff-Coroner Department (Sheriff) requires a contract for on-call body transport services, including removing dead bodies from the location of death and delivering them to the Coroner facility. Sheriff has been contracting for these services since 2018.

 

On December 7, 2022, Sheriff issued an Invitation for Bid solicitation for on-call body transport services. On January 11, 2023, Sheriff received two bid responses. Traditional Funeral Services, Inc. (Traditional Funeral) and Universal Enterprise Corp. (Universal) were the only respondents. Traditional Funeral and Universal were evaluated through the County’s normal vetting process and deemed to be responsive and responsible bidders. Sheriff awarded more than one vendor to accommodate an increase in caseload as well as to avoid a complete loss of the service.  

 

On March 28, 2023, the Board of Supervisors approved contracts with both Traditional Funeral and Universal for body transport services.

 

This was the Sheriff’s first contract with Universal. Universal was unable to meet the contract requirements, therefore, Sheriff's Coroner Division no longer requires a service contract with this provider.

 

Sheriff now requests Board approval of Amendment Number One to the Traditional Funeral contract for body transportation services to amend Attachment B, Compensation and Pricing Provisions, Section 2 - Fees and Charges, to increase the per case from $250 to $280, and to renew for the term of April 15, 2026, through April 14, 2027, in the not to exceed amount of $750,000, for a new cumulative contract total amount not to exceed $3 million, renewable for one additional one-year term, as noted in the Recommended Action. This Amendment Number One is submitted for Board approval less than 30 days prior to the effective date due to the contractor's lack in response to the Sheriff's multiple requests to sign and return Amendment One timely.  

 

The contractor's performance has has been confirmed as satisfactory. Sheriff has verified that there are no concerns that must be addressed with respect to contractors' ownership/name, litigation status or conflicts with County interests. This Amendment Number One does not currently include subcontractors or pass through to other providers. See Attachment B for the Contract Summary Form. The Orange County Preference Policy is applicable to the contract awards.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in Sheriff-Coroner's Budget Control 060 FY 2025-26 Budget and will be included in the budgeting process in future years. Funding for this service is generated through body removal fees collected pursuant to Government Code Section 27472. The contract is contingent upon funding availability. In the event funding is reduced or terminated, the County may renegotiate the level of services and/or terminate the contract, as necessary.
