RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized designee to execute the contract with California Forensic Phlebotomy, Inc. for phlebotomy services related to blood alcohol testing, for a three-year term effective April 14, 2026, through April 13, 2029, in an amount not to exceed $1,050,000, renewable for two additional years.

 

 

 

 

SUMMARY:

 

Approval of the contract with California Forensic Phlebotomy, Inc. contract will allow the Sheriff-Coroner Department to continue to contract for phlebotomy services related to blood alcohol testing.

 

 

 


 

BACKGROUND INFORMATION:

 

The Sheriff-Coroner Department (Sheriff) requires the services of licensed phlebotomists on a 24 hours per day, 7 days per week basis to withdraw blood samples at various locations within Orange County, including jails, law enforcement agencies, Driving Under the Influence (DUI) checkpoints and local hospitals, from persons arrested on suspicion of DUI. After the samples are taken, they are delivered to the Orange County Crime Lab for testing. The phlebotomists are subject to security clearances by the Sheriff. Phlebotomists are also required to appear in court, when requested, to provide discussion or testimony regarding drawing blood samples. Sheriff has been contracting for these services through the solicitation process since 2003.

On January 13, 2026, Sheriff solicited Invitations for Bid through a bid solicitation and California Forensic Phlebotomy, Inc. (CFP) was the only responsive bidder. CFP is the current provider of phlebotomy services related to blood alcohol testing for Sheriff. See Attachment C for Evaluation Tabulation form.

 

Sheriff is now requesting Board approval of the contract with CFP for forensic phlebotomy services, for the term of April 14, 2026, through April 13, 2029, as noted in the Recommended Action. This contract is submitted for approval less than 30 days prior to the start of the proposed contract due to the bid closing date extension. This contract does not currently include subcontractors or pass through to other providers. See Attachment B for Contract Summary. 

Sheriff has verified that there are no concerns that must be addressed with respect to contractor's ownership/name, litigation status or conflicts with County interests. The Orange County Preference Policy is not applicable to this contract award.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract are included in Budget Control 060, Sheriff-Coroner FY 2025-26 Budget and will be included in the budgeting process for future years. The contract is contingent upon funding availability. In the event funding is reduced or terminated, the County may renegotiate the level of services and/or terminate the contract, as necessary.
