SUMMARY:
Approval of the Subordinate
Contract with Carahsoft Technology Corporation will provide customized
development and design professional services for John Wayne Airport’s
Information Technology Service Management platform.
BACKGROUND
INFORMATION:
In 2024, Carahsoft Technology
Corporation (Carahsoft) was awarded a cooperative contract based off the OMNIA
Partners contract for software solutions and services, effective January 1,
2025, through December 31, 2027. This contract is used by various County
agencies to obtain professional services and software and subscription products
from a wide array of vendors, including Adobe, VMware, Palo Alto, and
ServiceNow.
John Wayne Airport (JWA) requests
Board of Supervisors (Board) approval for a new Subordinate Contract with
Carahsoft, effective upon execution of all necessary signatures, through
December 31, 2027. A new Subordinate Contract with Carahsoft will provide
customized development and design professional services from Glidefast
Consulting Services to implement JWA’s IT service management solution on the
ServiceNow platform in alignment with industry best practices. The objective is
to modernize and standardize IT delivery across the Airport, enhancing
operational efficiency, transparency and accountability. The services will
deliver a centralized web-based portal for airport staff and trusted agents to
submit service requests, report outages and incidents, track requests for
changes to existing JWA technical assets, access articles in a curated
knowledge base, provide actionable metrics, dashboards, and key performance
indicators to support data-driven decision making and obtain other pertinent
information related to JWA operations.
The contract is being presented to
the Board for approval less than 30 days due to it being a new agreement and
the airport’s desire to commence the project as soon as practicable.
An analysis was completed to verify the
Contract provides the County with persons specially trained, experienced,
expert and competent to perform the special services in accordance with the
law.
The Orange County Preference Policy is not
applicable to this cooperative contract.
This contract includes
subcontractors. See Attachment B for information regarding subcontractors and
Contract Summary Form.
Compliance
with CEQA: This action is not a project within the
meaning of CEQA Guidelines Section 15378 and is therefore not subject to CEQA,
since it does not have the potential for resulting in either a direct physical
change in the environment or a reasonably foreseeable indirect physical change
in the environment. Approval of this agenda item authorizes a subordinate
contract for ongoing support, operation, maintenance, and software services for
existing facility systems at John Wayne Airport and does not commit the County
to a definite course of action with respect to any specific construction or
physical modification. Any future individual work activities that may result in
physical changes to the environment will be subject to separate review for compliance
with CEQA, as appropriate.
FINANCIAL
IMPACT:
Appropriations for this contract
are included in Airport Operating Fund 280 FY 2025-26 Budget.
The proposed Contract includes
provisions stating the Contract is subject to, and contingent upon, applicable
budgetary appropriations being approved by the Board for each fiscal year
during the term of the Contract. If such appropriations are not approved, or
are reduced, the Contract may be immediately modified or terminated without
penalty to the County. The contract contains language that permits reductions
or termination of the contract immediately without penalty if approved funding
or appropriations are not forthcoming and upon 30-days' notice without penalty.
