RECOMMENDED ACTION(S):

 

 

Approve and adopt the revised Bylaws of the Orange County Behavioral Health Advisory Board to amend Article V, Section 1(D), regarding the terms of office for the Chair and Vice Chair.

 

 

 

 

SUMMARY:

 

Approval and adoption of the revised Bylaws will authorize a one-year extension of the Chair and Vice Chair terms, subject to a majority vote of the Behavioral Health Advisory Board membership, if no successor is elected.

 

 

 

BACKGROUND INFORMATION:

 

The Orange County Behavioral Health Advisory Board (BHAB) is authorized under the Bronzan-McCorquodale Act, California Welfare and Institutions Code (WIC) Sections 5604–5604.5, to review and evaluate the County’s public behavioral health system and to advise your Honorable Board of Supervisors (Board) and the County Behavioral Health (BH) Director on identified needs and service gaps. The BHAB may also make recommendations to improve the local behavioral health system.

 

The BHAB consists of one member of the Board of Supervisors and 14 members appointed by the Board, including behavioral health consumers, family members, and professionals with knowledge and experience in the behavioral health system.

 

Since its establishment, the Board has approved the BHAB Bylaws and subsequent amendments as follows:

On January 26, 2026, the BHAB held a General Meeting and voted in favor of the proposed revisions of the bylaws for Board approval. Bylaw amendment revisions include the following:

 

 

Article V, Section 1 D, Updating language regarding the terms of office for the Chair and Vice Chair. Authorizing an extension to their respective terms by one additional year if approved by majority vote of the membership. This will ensure continuity of leadership in the absence of a successor and affording newer members time to prepare for future candidacy.
