RECOMMENDED ACTION(S):

 

 

1.

Find that the project is categorically exempt from CEQA, Class 1 (Existing Facilities) pursuant to CEQA Guidelines Section 15301.

2.

Authorize the County Procurement Officer or Deputized designee to execute an aggregate contract with J. Orozco Enterprises Inc. dba Orozco Landscape and Tree Company for Channel Cleaning Services, effective June 10, 2026, through June 9, 2029, with the option to renew for one additional two-year term upon Board of Supervisors approval.

3.

Authorize the County Procurement Officer or Deputized designee to execute an aggregate contract with Landscape West Management Services, Inc. for Channel Cleaning Services, effective June 10, 2026, through June 9, 2029, with the option to renew for one additional two-year term upon Board of Supervisors approval.

4.

Authorize the County Procurement Officer or Deputized designee to execute an aggregate contract with Natures Image, Inc. for Channel Cleaning Services, effective June 10, 2026, through June 9, 2029, with the option to renew for one additional two-year term upon Board of Supervisors approval.

5.

Authorize expenditures for services provided under the aggregate contracts for provision of Channel Cleaning Services, in an aggregate amount not to exceed $4,500,000, for the term effective June 10, 2026, through June 9, 2029. 

 

 

 

 

SUMMARY:

 

Approval of the aggregate contracts for Channel Cleaning Services will allow OC Public Works to provide necessary resources for the County of Orange and Orange County Flood Control District to maintain flood control capacity, rights-of-way and reduce run-off water pollution.

 

 

BACKGROUND INFORMATION:

 

In accordance with the Flood Control Maintenance Program, OC Public Works conducts annual cleaning of flood control facilities to maintain capacity, rights-of-way and reduce pollutants downstream. The work consists of removal of trash, debris, obstructions and silt from flood control channels and basins. This effort also includes trimming and clearing vegetation along access roads, slopes, inverts, expansion joints, weep holes and side inlets.

 

The Board of Supervisors (Board) approved aggregate facilities services contracts and two one-year renewals for Channel Cleaning Services (Services) on May 25, 2021; April 9, 2024; and March 25, 2025, respectively. The final one-year renewal is effective through June 9, 2026. In order to continue Services, new aggregate contracts are necessary.

 

On November 12, 2025, OC Public Works issued an Invitation for Bid for Services on the County of Orange (County) online bidding system. Five bids were received and deemed responsive. The Bid Summary is included in Attachment E.

 

The Orange County Preference Policy (OCPP) was applicable and incorporated into this solicitation. One OCPP qualified proposal was submitted. Application of the Orange County Local Small Business Preference Policy provides a five-percentage-point evaluation advantage to OCPP-qualified bidders.

 

Based on the bid results and application of the OCPP, OC Public Works recommends the Board award aggregate Contracts MA-080-26010424 (Contracts) for Services to the three lowest responsive responsible bidders, J. Orozco Enterprises Inc. dba Orozco Landscape and Tree Company, Landscape West Management Services, Inc. and Natures Image, Inc. (Contractors), effective June 10, 2026, through June 9, 2029, in an aggregate amount not to exceed $4.5 million, with the option to renew for two additional years upon Board approval.

 

Services will be provided on an as-needed basis and assigned based on contractor availability. Depending on operational needs, work may be assigned to multiple contractors concurrently. The use of multiple contractors ensures adequate coverage across geographic areas, supports timely response to maintenance needs and provides operational flexibility to address fluctuating workload demands. The requested amount is consistent with prior Board-approved contract amounts and reflects high utilization rates between 83 percent to 99 percent during the initial three-year term and subsequent renewal periods, as well as anticipated increases in channel cleaning demand.

 

An analysis was completed to verify the Contracts provide the County with persons specially trained, experienced, expert and competent to perform the special services in accordance with the law.

These aggregate Contracts do not currently include subcontractors or pass through to other providers. See Attachment D for Contract Summary Forms.

 

Compliance with CEQA: The proposed project is categorically exempt (Class 1) from the provisions of CEQA pursuant to CEQA Guidelines Section 15301, because it provides for the maintenance of existing public flood control channel facilities involving negligible or no expansion of existing use.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for the aggregate Contracts are included in Fund 400, OC Flood, FY 2025-26 Budget and will be included in the budgeting process for future years.

 

The proposed aggregate Contracts are contingent upon funding availability. In the event funding is reduced or terminated, the County may renegotiate the level of services and/or terminate the aggregate Contracts, without penalty.
