SUMMARY:
Approval of Amendment No. 3 to
renew the Contract with AHMC Anaheim Regional Medical Center for the provision
of Tobacco Cessation Services will help reduce tobacco and vaping prevalence,
morbidity and mortality in Orange County.
BACKGROUND
INFORMATION:
The Orange County Health Care
Agency (HCA) Tobacco Use Prevention Program (TUPP) aims to reduce tobacco and
vape use, prevent youth initiation, and support cessation across Orange County.
Despite long-term declines in tobacco and vape use, disparities persist among
youth, low-income residents, and communities with limited access to cessation
services.
AHMC Anaheim Regional Medical
Center (AHMC) serves high-need Orange County residents, including adults and
youth. AHMC has existing clinical infrastructure and experience providing
education and counseling. Prior to the contract expiration, HCA plans to conduct
a solicitation to continue services.
The below actions
were executed pursuant to proper authorities. The Orange County Preference
Policy is not applicable to this amendment.

The proposed Amendment No. 3 to
renew the Contract will allow the continuation of the provision of tobacco
cessation services through June 30, 2027.
Scope
of Services
Under the proposed contract
renewal, AHMC will provide:

Tobacco
and vaping cessation counseling for adults and youth in individual and group
cessation programs. |
|
• |
Nicotine
replacement therapy including nicotine replacement patches and nicotine gum
for adults age 18 and older. |
|
• |
Screening,
assessment, and personalized tobacco and vaping cessation plans. |
|
• |
Relapse
prevention and extended follow-up support. |
|
• |
Community
awareness and referral linkages. |
These services directly support
national and state priorities to reduce preventable illness and strengthen
community health. Since 2001, utilizing a portion of Tobacco Settlement Revenue
Measure H funds for prevention and control efforts, HCA’s TUPP program has
contracted with community-based organizations to provide cessation services for
tobacco and vape users who wish to quit. This ensures that activities such as
preventing tobacco and vape use, reducing exposure to tobacco smoke, and
supporting cessation services are funded as part of the County of Orange
(County) allowable health programs. Services follow recommendations of the
Centers for Disease Control and Prevention, and the U.S. Preventive Services
Taskforce, including the provision of behavioral interventions, pharmacotherapy
for cessation to adults 18 and older who use tobacco and vaping and combining
the implementation of youth school-based interventions with awareness campaigns
and other community efforts.
Through the contract with AHMC,
which hosts and manages Orange County’s 1-866-NEW-LUNG helpline for quitting
smoking and vaping, staff provide tobacco and vape cessation services for
adults and youth. Modalities used include telephone counseling, in-person and
virtual counseling, a seminar, a class series and access to nicotine patches or
nicotine gum. For youth, cessation services include an in-person seminar and a
class series. Services for adults are provided in multiple threshold languages.
Tobacco Cessation Services Performance
Outcomes - All Modalities Combined:

The program has been successful and
overall county rates of tobacco and vape use have decreased resulting in lower
participation numbers. In FY 2024–25, adult targets were exceeded through
strengthened outreach, while youth enrollment was lower due to various factors
including reduced tobacco and vape use and expanded school-based programs.
Targets for FY 2025–26 are adjusted to align with current demand.

In FY 2025-26, AHMC is on track to
meet its targets.
The success of tobacco and vaping
and prevention efforts indicates that cessation services are effectively
supporting the County’s broader tobacco prevention and control efforts by
offering accessible, local, in-person assistance to individuals who use tobacco
or vaping products. Youth survey responses show strong program impact, with
nearly 80 percent of participants reporting satisfaction.
This
Contract does not include subcontractors. The Contractor's performance has been
confirmed as satisfactory. HCA has verified there are no concerns that must be
addressed with respect to Contractor's ownership/name, litigation status or
conflicts with County interest.
HCA requests that the Board approve the
renewal to the Contract for the provision of Tobacco Cessation Services, as
referenced in the Recommended Actions.
FINANCIAL
IMPACT:
Appropriations for this Contract
will be included in Budget Control 042 FY 2026-27 Budget.
The Contract includes provisions
allowing HCA to terminate the Contract, reduce the level of services, and/or
renegotiate the level of services provided, as necessary. This includes a
notice that allows HCA adequate time to transition or terminate services to
clients, if necessary.
STAFFING
IMPACT:
An analysis was completed to verify
the Contract provides the County with persons specially trained, experienced,
expert and competent to perform the special services in accordance with the
law.
